<br />6.18 <br />Page 1 <br /> <br />REPORT <br /> <br />To the Honorable Mayor and City Council <br />From the Ci Mana er <br /> <br />December 7, 2009 <br /> <br />SUBJECT <br />Agreement for Storm System Pumps, Motors and Flap Gate Maintenance and Repair Services <br /> <br />RECOMMENDATION <br />Authorize by motion (1) City Manager to execute an agreement with Pump Repair Service <br />Company of Daly City, California for the not..to-exceed amount of $195,000.00 and (2) amend <br />the agreement for one additional year under the same terms, conditions and fees for <br />maintenance and repair services of pumps, motors and flap gates for Storm Utility System. <br /> <br />BACKGROUND <br />Staff requests that City Council authorize an agreement with Pump Repair Service Company of <br />Daly City, California for the preventative maintenance services to the storm utility system's <br />pumps, motors and flap gates. Each budget cycle the Public Works Services Department <br />prepares operating budgets based on the annual inventory of storm system pumps, motors and <br />flap gates scheduled for maintenance that year. Definitive maintenance repair costs are known <br />once the vendor dismantles, inspects, a pump failure analysis, and a completed comparison of <br />cost benefit analysis (repair versus replacement). <br /> <br />Staff issued the Request for Proposals (RFP) to four qualified firms with experience servicing <br />the several types, sizes, and makes (manufacturers) of pumps and motors in the City's storm <br />system fleet. Vendor selection is based on several criteria, including thoroughness of the <br />proposal and technical expertise, particularly experience in repair and reconditioning of the <br />pump brands in the City's system. Further, the RFP stated that cost, although a significant <br />factor, may not be the dominant factor in selecting the vendor. Cost is particularly important <br />when all the other evaluation criteria are relatively equal. Consistent with City policy, the <br />Request for Proposals for maintenance services does not require prevailing wage provisions. <br />Vendors included a fee schedule for labor and equipment charges for the maintenance services, <br />as well as their emergency response time. <br /> <br />Two vendors, Pump Repair Service Company of Daly City and Koffler Electric of San Leandro <br />submitted proposals, with the following fee information included. <br /> <br /> <br />*Labor Charges I Per Hours <br /> <br />Koffler Electric <br />San Leandro, CA <br />$130.00 <br />$ 98.00 <br />$140.00 <br /> <br />$ 50.00 <br />9 Ton Boom Truck, $ 75.00 <br />14 Ton Boom Truck, $ 85.00 <br /> <br />$150.00 <br />$600.00/4hr.
