ATTY/AGR.2023.243/EOA, INC. (TRASH REDUCTION <br />REV: 05-13-25 LF <br />Deliverables: <br />Map that identifies the public ROW areas that are confidently achieving low trash <br />generation. <br />Table of field-based and virtual OVTA scores demonstrating that these areas are <br />consistently reaching the MRP goal. <br />B. Identify New Trash Full Capture Devices Location and Types <br />Consultant shall identify via GIS (desktop), public storm drain catch basins that likely <br />receive drainage from these areas. Once identified, Consultant shall visit each inlet to <br />evaluate the potential for installing a catch-basin insert type of full capture device. <br />Consultant shall measure the inlet’s dimensions, photograph the inlet, and identify any <br />other issues/constraints that could impact full capture installation or maintenance. <br />While in the field, Consultant shall also delineate the area draining to each inlet to <br />allow for trash load reductions to be calculated. Drainage area delineations for each <br />inlet will then be digitized in GIS. <br />Deliverables: <br />• Prioritized list of inlets for full capture installation that includes the location of the inlet, <br />dimensions, the estimate drainage area, the estimated trash load reduction percentage, and <br />the recommended type of full capture device <br />• Map that identifies the locations of the proposed inlets for full capture devices <br />• GIS data layer of device locations and drainage areas <br />C. Develop Private Land Drainage Area (PLDA) Trash Inspection Program <br />Consultant shall develop a list of private properties that need additional controls and <br />develop a map depicting the parcels. Consultant shall meet with the Public Works <br />Superintendent, Wastewater and discuss options for addressing trash on the <br />properties. Consultant shall develop a Trash Control Program for Private Properties <br />Plan, using the SMCWPPP model program. The Plan will include an inventory of <br />Private Land Drainage Areas (PLDAs) that need to be inspected/controlled, protocols <br />that should be used by the City when conducting the inspections and enforcing trash <br />control measure implementation, field forms for document inspections, and tracking <br />systems to track inspection results that will be used to calculate trash load reductions <br />associated with the PLDAs. The inventory will identify parcels that include businesses <br />on the City’s C.4 Commercial/Industrial facility inspection list, and identify which <br />businesses/parcels have been inspected in the recent past or are slated for inspection <br />prior to July 2025. <br />ATTY/AGR.2025/Amend.No.1/EOA, INC.
