ATTY/RESO.0061/CC RESO APPROVING THE PY 2025 ACTION PLAN <br />REV: 05-30-25 VR <br />Page 1 of 2 <br />RESOLUTION NO. 16325 <br />A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF REDWOOD <br />CITY APPROVING THE PROGRAM YEAR 2025 ANNUAL ACTION <br />PLAN AND APPLICATION FOR COMMUNITY DEVELOPMENT BLOCK <br />GRANT AND HOME INVESTMENT PARTNERSHPS PROGRAM <br />FUNDS; CERTIFIYING THAT THE CITY HAS FOLLOWED ITS <br />ADOPTED COMMUNITY PARTICIPATION PLAN; AND AUTHORIZING <br />EXECUTION AND FILING OF ALL DOCUMENTS PERTAINING <br />THERETO <br />WHEREAS, the United States Department of Housing and Urban Development’s <br />(“HUD”) Community Development Block Grant Program (“CDBG”), authorized pursuant <br />to Title I of the Housing and Community Development Act of 1974 (P.L. 93-383), as <br />amended (the “Act”), and HOME Investment Partnerships Program (“HOME”), <br />contained in Title II of the Cranston-Gonzalez National Affordable Housing Act, provide <br />Redwood City (“City”) with federal entitlement grant funds to finance a continuum of <br />activities ranging from public services to economic development and the preservation <br />and production of affordable housing; and <br />WHEREAS, the Act requires that jurisdictions receiving federal funds develop a <br />consolidated plan with the objective of developing viable urban communities by <br />providing decent housing, a suitable living environment, and economic opportunities, <br />principally for persons of low or moderate income (“Consolidated Plan”); and <br />WHEREAS, the City has prepared a five-year Consolidated Plan for fiscal years <br />2023 through 2027. Program year 2025 (“PY 2025”) represents the third year of the <br />Consolidated Plan; and <br />WHEREAS, the Consolidated Plan is carried out through Annual Action Plans, <br />which provide a concise summary of the actions, activities, and the specific federal and <br />non-federal resources that will be used each year to address the priority needs and <br />specific goals identified by the Consolidated Plan; and <br />WHEREAS, there has been presented to, and reviewed by City Council, the PY <br />2025 Annual Action Plan and the applications to HUD (“Applications”) for CDBG funds <br />in the amount of Six Hundred Fifty-Four Thousand Five Hundred Sixty-Three <br />($654,563) and HOME funds in the amount of Two Hundred Thirty-Four Thousand Six <br />Hundred Seventy-Eight Dollars and Seventy Cents ($234,678.70) for the period of July <br />1, 2025, through June 30, 2026; and <br />WHEREAS, the proposed activities in the PY 2025 Annual Action Plan have <br />been determined to be exempt, categorically excluded, or have a finding of no <br />significant impact under the National Environmental Protection Act (NEPA), or will be <br />subject to further reviews when specific sites and detailed project descriptions are <br />determined; and
