ATTY/RESO.0061/CC RESO APPROVING THE PY 2025 ACTION PLAN <br />REV: 05-30-25 VR <br />Page 2 of 2 <br />WHEREAS, the City has prepared a Notice of Exemption to be filed with the <br />County Clerk of San Mateo County demonstrating that the proposed activities in the PY <br />2025 are exempt from the requirements of the California Environmental Quality Act <br />(“CEQA”); and <br />WHEREAS, a draft of the PY 2025 Annual Action Plan and a 30-day invitation for <br />public comment were published prior to forwarding the PY 2025 Annual Action Plan to <br />the City Council for approval; and <br />WHEREAS, pursuant to the requirements of Section 104(a) of the Act, the City <br />has followed a community participation plan as part of the process for determining how <br />the grant funds herein referenced will be used (“Community Participation Plan”); and <br />WHEREAS, on March 25, 2025, the Housing and Human Concerns Committee <br />made funding recommendations for CDBG and HOME grant funds; and <br />WHEREAS, on June 9, 2025, the City Council held a public hearing as to all <br />matters included in the staff report of the same date; and <br />WHEREAS, this City Council desires to approve the PY 2025 Annual Action <br />Plan, the Applications for CDBG and HOME funds, and to authorize the execution of all <br />documents pertaining thereto, including all understandings and assurances connected <br />therewith. <br />NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE CITY OF <br />REDWOOD CITY, AS FOLLOWS: <br />1. The PY 2025 Annual Action Plan and Applications prepared for <br />submission to the United States Department of Housing and Urban Development for a <br />Community Development Block Grant, pursuant to Title I of the Housing and <br />Community Development Act of 1974, and HOME Investment Partnerships Program, <br />contained in Title II of the Cranston-Gonzalez National Affordable Housing Act, funding <br />are hereby approved. <br />2.The City Council does hereby certify that the City of Redwood City has <br />followed its adopted Community Participation Plan pursuant to Section 104(a) of the <br />Act. <br />3.The City Manager is hereby authorized to execute and file the Applications <br />and all related documents, including all understandings and assurances necessary or <br />appropriate in connection therewith, and to provide such additional information as may <br />be required for and on behalf of the City of Redwood City. <br />4.This Resolution shall be effective upon the date of its adoption. <br />* * *
