Execute the contract documents for the Veterans Boulevard Sanitary Sewer Replacement Project – <br />Phase 3; <br />2. Reject the non-responsible apparent low bid of $4,261,570 from JMB Construction, Inc.; <br />3. Award the standard form construction contract to the second lowest responsible bidder, SubTerra <br />Construction, Inc., for their responsive and responsible bid of $4,375,600; and <br />4. Increase the contract amount, if necessary, up to 10 percent of the amount awarded, for a total <br />amount not to exceed $4,813,160. <br />STRATEGIC PLAN GUIDING PRINCIPLE <br />Public Safety <br />BACKGROUND <br />The City currently owns and operates two parallel sanitary sewer interceptor lines on Veterans Boulevard <br />that collect the majority of sanitary sewer flow from the Fair Oaks Sewer Maintenance District in <br />unincorporated San Mateo County. The diameter of the two lines measures 30-inches in the north line <br />and 33-inches in the south line. On December 21, 2021, Public Works Services Department staff identified <br />a sinkhole at 1513 Veterans Boulevard. Upon investigation, it was discovered that the sinkhole resulted <br />from a collapse in the 30-inch north sanitary sewer main. The collapsed sewer main prompted a condition <br />assessment of the north and south sanitary sewer lines. Emergency repairs were performed to both lines <br />in 2022. <br />6.F. - Page 1 of 5 <br />59
