Page 1 of 4 <br />City of Redwood City 1017 Middlefield Road, Redwood City, CA. 94063 Tel: 650-780-7000 www.redwoodcity.org <br />STAFF REPORT <br />To the Honorable Mayor and City Council <br />From the City Manager <br />DATE: June 9, 2025 <br />SUBJECT <br />Award Assessment, Fabrication, and Installation of Certified Trash Capture Devices Project to United <br />Storm Water, Inc. in the amount of $280,209; and authorize the City Manager or their designee to increase <br />the contract amount, if necessary, up to 20% of the amount awarded in an amount not to exceed $56,042 <br />for a total amount of $336,251 <br />RECOMMENDATION <br />By motion, approve and authorize the City Manager to execute the contract documents and award the <br />standard form contract for the Assessment, Fabrication, and Installation of Certified Trash Capture <br />Devices Project to United Storm Water, Inc. of City of Industry, CA for their responsive and responsible <br />low total bid of $280,209; and authorize the City Manager or their designee to increase the contract <br />amount, if necessary, up to 20% of the amount awarded in an amount not to exceed $56,042 for a total <br />amount of $336,251. <br />STRATEGIC PLAN GUIDING PRINCIPLE <br />Excellence in Government Operations <br />BACKGROUND <br />The City of Redwood City’s (City) stormwater system is regulated by the San Francisco Bay Regional Water <br />Quality Control Board under the Municipal Regional Permit (MRP), which governs stormwater <br />management for municipalities in the San Francisco Bay Area. This permit regulates stormwater <br />discharges from municipal separate storm systems. <br />Provision C.10 of the current MRP requires actions to reduce trash from entering the stormwater system, <br />such as by installing minimum full trash capture systems. On May 11, 2022, the Board issued Order No. <br />R2-2022-0018, which was further amended in October 2023 under Order No. R2-2023-0019 to increase <br />6.G. - Page 1 of 4 <br />64
