As the department responsible for overseeing <br />stormwater management, the Public Works Services Department (PWS) actively works to ensure <br />compliance with these regulations. Over the past years, the City has steadily expanded its use of full trash <br />capture systems through multiple phases of installation. This recommended project proposes the <br />installation of 183 more systems which will further support the City in meeting the 100% trash reduction <br />target outlined in the MRP. The following image depicts the general location of the project. <br />The proposed 183 locations will help target high trash generating zones. Installing full trash capture <br />devices at these sites will help prevent roadway litter and debris from entering the stormwater system <br />through storm inlets and drains, supporting the City’s ongoing efforts to meet regulatory trash reduction <br />targets. <br />ANALYSIS <br />PWS issued a Notice Inviting Bids (NIB) on March 10, 2025, for assessment, fabrication, and installation of <br />certified trash capture devices. The NIB was emailed to known potential contractors, posted on the City’s <br />website, and published in the San Mateo Daily Journal. Staff received bids from two contractors: United <br />Storm Water, Inc. and APEX Companies, LLC.
