She <br />was first elected to the Redwood City Council in 1999 and was re-elected in 2003 and 2007. She served <br />as Vice Mayor from 2003 - 2005 and Mayor from 2005 - 2007. Ms. Pierce's involvement with water- <br />related issues dates from her service on the Redwood City Council Utilities Committee in 2000, when the <br />City embarked on a long-term water supply strategy. This strategy led to the creation of the City’s water <br />conservation program and the planning, construction and implementation of the recycled water project. <br />These efforts have reduced Redwood City's water dependency to below the City’s contractual level with <br />the San Francisco Public Utilities Commission (SFPUC). <br />Ms. Pierce was appointed by the City Council of Redwood City to the BAWSCA Board of Directors in <br />November 2016, for a 4-year term through June 30, 2021, and a second 4-year term that will end June 30, <br />2025. In the past she has twice served as Chair and Vice Chair of the BAWSCA Board, and she is a current <br />member of the Board Policy Committee to advise the General Manager and Board on matters of policy. <br />There are a number of water issues in progress that are critical to the water supply outlook for Redwood <br />City and all BAWSCA members and Ms. Pierce’s past and current experience on the BAWSCA Board and <br />knowledge of critical water issues will be invaluable to BAWSCA, its members, and the communities they <br />serve in the coming years. <br />FISCAL IMPACT <br />There is no direct fiscal impact for this appointment. <br />ENVIRONMENTAL REVIEW <br />This activity is not a project under California Environmental Quality Act (CEQA) as defined in CEQA <br />Guidelines, section 15378, because it has no potential for resulting in either a direct or reasonably <br />foreseeable indirect physical change in the environment. <br />PUBLIC NOTICE <br />Public notification was achieved by posting the agenda, with the agenda items being listed, at least 72 <br />hours prior to the meeting. <br />6.H. - Page 2 of 3 <br />69
