Staff received five proposals back from Rapid Response Force LLC, West <br />Coast Tree Service, Inc., Arboricultural Specialties, Inc. dba The Professional Tree Care Company (“The <br />Professional Tree Care Company”), Community Tree Service, LLC, and ACE Tree Enterprise, Inc. <br />Upon reviewing the proposals, staff believe that the proposed consultant, The Professional Tree Care <br />Company, possesses the necessary expertise, experience, and staff resources to provide the City with <br />reliable street tree maintenance services. The City has previously worked with this consultant and has had <br />positive experiences with the quality of their work and responsiveness. Based on their qualifications and <br />strong municipal references, staff recommends awarding a one-year agreement to The Professional Tree <br />Care Company for comprehensive street tree maintenance services. Services will be rendered upon City <br />request and billed monthly on a time-and-materials basis, using the consultant's hourly labor rate and <br />material fees, in an amount not-to-exceed $200,000 over one year. Additionally, staff recommends <br />authorizing the City Manager to extend the agreement for up to two additional two-year terms in an <br />amount not to exceed $400,000 per extension, for an aggregate total contract not-to-exceed amount of <br />$1,000,000 through 2030. <br />FISCAL IMPACT <br />The amount of $200,000 is available to allocate from the Public Works Services operating budgets. <br />ENVIRONMENTAL REVIEW <br />This activity is categorically exempt under California Environmental Quality Act (CEQA) Guidelines, section <br />15304 (“Minor Alterations to Land”), which allows for minor public alterations in the condition of <br />vegetation that do not involve removal of healthy, mature, scenic trees. <br />PUBLIC NOTICE <br />Public notification was achieved by posting the agenda, with the agenda items being listed, at least 72 <br />hours prior to the meeting. <br />ALTERNATIVES <br />The City Council may elect not to award the Agreement for Services to Arboricultural Specialties, Inc. dba <br />The Professional Tree Care Company and direct staff to issue a new solicitation. <br />ATTACHMENTS <br />Attachment A – Agreement for Services with Arboricultural Specialties, Inc. dba The Professional Tree Care <br />Company <br />6.N. - Page 2 of 16 <br />159
