Page 1 of 3 <br />City of Redwood City 1017 Middlefield Road, Redwood City, CA. 94063 Tel: 650-780-7000 www.redwoodcity.org <br />STAFF REPORT <br />To the Honorable Mayor and City Council <br />From the City Manager <br />DATE: June 9, 2025 <br />SUBJECT <br />Agreement for Services with HF&H Consultants, LLC for solid waste rate study <br />RECOMMENDATION <br />By motion, approve and authorize the City Manager to execute an Agreement for Services for solid waste <br />rate study with HF&H Consultants, LLC for a one-year term in an amount not to exceed $55,000, including <br />City Manager authority to extend the agreement for two additional two-year periods with $119,000 for <br />the first extension and $131, 000 for the second extension for an aggregate total contract not-to-exceed <br />amount of $305,000 through 2030. <br />STRATEGIC PLAN GUIDING PRINCIPLE <br />Excellence in Government Operations <br />BACKGROUND <br />The City of Redwood City (“City”) is a member of the South Bayside Waste Management Authority, also <br />known as RethinkWaste, which manages a long-term agreement for solid waste service through Recology <br />on behalf of its 11 member agencies. Each member agency contracts directly with Recology to provide <br />trash collection (solid waste, recycling, and composting) in their service area. This arrangement saves time <br />and money compared to each agency providing the service on their own. <br />The Public Works Services Department (“PWS”) helps administer the solid waste program for the City, <br />which provides solid waste collection, disposal, and processing for over 17,400 residential and 2,000 <br />commercial accounts. Solid waste customer fees entirely fund solid waste services. Staff have assessed <br />solid waste rates to ensure they recover the cost of providing solid waste services to each commercial and <br />residential customer class. <br />6.O. - Page 1 of 19 <br />174
