Page 2 of 3 <br />City of Redwood City 1017 Middlefield Road, Redwood City, CA. 94063 Tel: 650-780-7000 www.redwoodcity.org <br />ANALYSIS <br />In order to provide a comprehensive analysis of solid waste rates and ensure they recover the cost of <br />providing solid waste service to each commercial and residential customer class, staff require the services <br />of a consultant to conduct a solid waste rate study. Specifically, staff need a consultant to: <br />- Survey regional solid waste rates <br />- Conduct a cost-of-service rate analysis <br />- Recommend alternative rate structures or modifications to current rates <br />- Prepare presentations for the Utilities Sub-Committee and City Council <br />Section 2.67.1(B) of Article VII in Chapter 2 in the City’s Municipal Code authorizes the use of cooperative <br />purchasing through programs, contracts, bid award lists, or schedules created or administered by public <br />agencies to secure the best product or service at the lowest possible price. <br />HF&H Consultants, LLC (“HF&H”) has agreed to extend the pricing terms of their existing agreement with <br />the City of San Mateo to the City. That agreement was awarded following a competitive solicitation <br />process in which four firms were invited to submit proposals, and four proposals were received. HF&H <br />was selected as the most qualified firm. <br />HF&H currently serves as the lead analyst for RethinkWaste and has in-depth knowledge of Recology’s <br />cost proposal, compensation structure, and rate-setting methodology. Their direct experience with the <br />financial models behind the City’s rate structure makes them especially well-suited to support this study. <br />Pursuant to the authority under Section 2.67.1 (B) for cooperative purchasing, staff recommends <br />awarding an Agreement for Services to HF&H for a not-to-exceed amount of $55,000 for solid waste rate <br />study, including City Manager authority to extend the agreement for two additional two-year periods with <br />$119,000 for the first extension and $131, 000 for the second extension for an aggregate total contract <br />not-to-exceed amount of $305,000 through 2030. <br />FISCAL IMPACT <br />The amount of $55,000 is available to allocate from the Public Works Services operating budgets. <br />ENVIRONMENTAL REVIEW <br />This activity is not a project under California Environmental Quality Act (CEQA) as defined in CEQA <br />Guidelines, section 15378, because it has no potential for resulting in either a direct or reasonably <br />foreseeable indirect physical change in the environment. <br />6.O. - Page 2 of 19 <br />175
