Introduction <br /> <br />The City of Redwood City (City) is a San Francisco Bay Area community located in the heart of <br />the Silicon Valley, a technology rich region extending from the San Francisco Peninsula to the <br />foothills of the Santa Cruz mountains. According to the 2020 Census, the City is the third largest <br />city in San Mateo County, accounting for approximately 34.67 square miles and is home to <br />84,292 people. Redwood City is defined by the U.S. Department of Housing and Urban <br />Development (HUD) as a participating jurisdiction. <br /> <br />As a participating jurisdiction, the City receives an annual allocation of Community <br />Development Block Grant (CDBG) funds to use for housing, economic development, public <br />facility improvements, and social services and an annual allocation of HOME Investment <br />Partnerships Program (HOME) funds to use for the creation and preservation of affordable <br />housing. <br /> <br />To receive these funds, once every five years the City must complete a Consolidated Plan. The <br />Consolidated Plan is an assessment of housing, homelessness, and community development <br />needs in the community. Through statistical analysis and community input, the City of Redwood <br />City outlines a strategy to address those needs with CDBG and HOME funding. <br /> <br />Once a year, the City of Redwood drafts an Action Plan. The Action Plan outlines projects, and <br />the amount of funding allocated towards meeting the goals outlined in the Consolidated <br />Plan. At the conclusion of each program year, the City of Redwood City drafts a final report, <br />called the Consolidated Annual Performance and Evaluation Report (CAPER), to report on the <br />City’s progress in meeting the Consolidated Plan goals. <br /> <br />This document will serve as the Program Year (PY) 2025 Action Plan for the City of Redwood, <br />with a program year from July 1, 2025, to June 30, 2026. <br />7.A. - Page 11 of 189 <br />215
