The responsibilities of the Lead Agency include the completion of planning and <br />reporting documents, implementation of certain projects, supervision of public service providers, and file maintenance on all <br />projects funded with CDBG and HOME dollars. Housing staff within the City Manager’s Office fulfill these roles on behalf of the City. <br />The Housing Leadership Manager will have primary responsibility for implementation, monitoring and submittal of required <br />performance and evaluation reports during the life of the 2023-2027 Consolidated Plan. The Housing Division partners with other <br />City Departments and local community agencies to implement projects and programs. <br /> <br />One such partnership is with the Homeless & Human Services Manager of the City’s Parks, Recreation and Community Services <br />Department. The Homeless & Human Services Manager shares responsibility for representing the City on the San Mateo County <br />Continuum of Care (CoC) and implements the City’s homeless work plan and anti-poverty strategy. The CoC is a collaboration of <br />stakeholders promoting a community-wide commitment to end homelessness. The Homeless & Human Services Managers sits on <br />the steering committee for the CoC and coordinates efforts with the CoC to reach the goal of ending homelessness. <br /> <br />7.A. - Page 17 of 189 <br />221
