Annual Action Plan

46
OMB Control No: 2506-0117 (exp. 09/30/2021)

Describe the reasons for allocation priorities and any obstacles to addressing underserved
needs
Of the total CDBG funding available ($876,245) and as identified in the Anticipated Resources
table, Redwood City allocated 64.1 percent for affordable housing activities, 3.5 percent for
improving Public Facilities, 10.5 percent for public services, 5.8 percent for economic
development, and 16.1 percent for administration, planning and fair housing.
For fair housing ($15,000) and CDBG administration ($118,912), the City allocated a total of
$133,912, which is equal to 20% of the PY 2025 CDBG allocation and the PY 2025 estimated
program income, as required by the 20% CDBG administration expenditure cap.
Additionally, the City allocated $90,036 in CDBG funds for public services. This amount is slightly
under the public service spending caps of 15% of the PY 2025 CDBG allocation. The City works
on a two-year cycle for funding public service activities. One of the public service projects
funded in PY2024 did not want the 2nd year of funding for its activities.
Of the total HOME funding available ($743,540) and as identified in the Available Resources
Table, 92 percent is set aside for an affordable rental housing activity project, 5 percent is set-
aside for use by a Community Housing Development Organization (CHDO) and 3 percent is for
administration.
The City, in partnership with non-profit organizations and county agencies, will undertake
numerous programs and activities to meet the five identified priorities of the Consolidated Plan
and Annual Action Plan during program year 2025 (2025-2026). The timeline for the completion
of most of these projects and programs is June 30, 2026.

7.A. - Page 54 of 189
258
