<br /> Annual Action Plan <br /> <br />72 <br />OMB Control No: 2506-0117 (exp. 09/30/2021) <br />mixed-use, multi-modal environments with compact development patterns and graceful <br />transitions to neighborhoods. <br /> <br />The City also has an Affordable Housing Ordinance, which requires all residential development <br />to provide 15-20% of the total units as affordable units for very low to moderate-income <br />households or pay a fee in-lieu of providing affordable units. Additionally, the City has an <br />affordable housing impact fee on all non-residential development to help mitigate the <br />development’s impact on the need for affordable housing. <br /> <br />Discussion: <br /> <br />The 2023-2031 Housing Element contains extensive analysis on housing needs, constraints to <br />housing production, fair housing assessments, housing resources, public engagement, previous <br />accomplishments and future goals, policies, and programs. Goals of the new housing element <br />include areas or barriers the City could address are: <br /> <br />· Increase the capacity for new housing throughout the City. <br />o Considering rezoning commercial areas for mixed use <br />o Increasing densities and building heights <br />o Amending zoning ordinances to increase ability for middle housing <br />· Preserve and produce affordable housing. <br />o Pursuing the Anti-Displacement Strategy which includes recommendations for <br />preserving unsubsidized affordable housing units <br />· Encourage a wider variety of home types. <br />o Updating requirements to make it easier to permit supportive housing, group <br />homes and care facilities <br />· Support housing for people with disabilities. <br />o Consider a universal design ordinance that may better address housing needs for <br />persons with disabilities <br />· Streamline review of housing projects, both in design and for permitting. <br />· Reduce costs of housing by considering parking requirements, encouraging innovative <br />construction technology and allowing in-lieu of fees for undergrounding utilities. <br /> <br /> <br /> <br />7.A. - Page 80 of 189 <br />284
