<br /> Annual Action Plan <br /> <br />73 <br />OMB Control No: 2506-0117 (exp. 09/30/2021) <br />AP-85 Other Actions – 91.220(k) <br />Introduction: <br />In addition to the specific actions already stated in the Action Plan, the City will undertake <br />other actions as follows. <br /> <br />Actions planned to address obstacles to meeting underserved needs <br /> <br />The City will fund several activities that will address obstacles to meeting underserved needs <br />including housing production and preservation, homeless shelters and supportive services, <br />human services programs that meet basic human needs and economic development. <br /> <br />In making funding decisions, the City gives priority to activities that: <br />x Meet a goal of the 2023-2027 Consolidated Plan; <br />x Demonstrate a significance of need; and, <br />x Project or program is eligible under HUD rules. <br /> <br />A priority population for CDBG-funded services is individuals (especially the elderly and people <br />with disabilities) who are denied, by poverty and historical institutional practices, the <br />opportunity to develop their full potential and to enjoy the benefits of community <br />participation. <br /> <br />The Mental Health Association (MHA) and Rebuilding Together Peninsula provide services to <br />those with special needs or disabilities. Many of the programs the City regularly funds with <br />CDBG dollars address housing and supportive needs for any individual in need. In the City’s <br />CDBG funding process, it gives priority to programs that demonstrate a commitment to making <br />their services accessible in multiple languages and conducts affirmative outreach to <br />underserved groups. <br /> <br />One of the affordable housing projects (1304 Middlefield) that the City gave a conditional <br />commitment of approximately $4.3 million in 2024, has entered into an MOU with Housing <br />Choices Coalition and Golden Gate Regional Center to target adults with developmental <br />disabilities. <br /> <br />Actions planned to foster and maintain affordable housing <br /> <br />Housing continues to be a top strategic priority of the City Council.
