<br /> Annual Action Plan <br /> <br />74 <br />OMB Control No: 2506-0117 (exp. 09/30/2021) <br />options for low- and middle-income residents, produce housing to meet Regional Housing <br />Needs Allocation (RHNA) goals for moderate, low and very low-income residents, and partner <br />on housing opportunities for unique populations. Additionally, the City's Housing Element is the <br />primary tool for addressing the production and preservation of affordable housing and includes <br />the list of comprehensive goals, policies and programs that will be implemented to increase the <br />City’s affordable housing stock. In PY 2025, the City plans to take the following actions to foster <br />and maintain affordable housing. <br /> <br />x The City will continue to implement its over-the-counter Affordable Housing <br />Preservation Program (HPP). HPP is currently funded with approximately $6.8 million <br />from former Redevelopment Agency Low Moderate Income Housing Funds (LMIHF), <br />housing impact fees, Permanent Local Housing Allocation (PLHA) and Prohousing <br />Incentive Program (PIP) funds and is intended to support the conversion of market-rate <br />housing into deed-restricted affordable housing and/or extending affordability for <br />housing with expiring deed restrictions. The HPP responds directly to two main barriers <br />to affordable housing preservation, as identified by stakeholders during community <br />outreach for this program: providing a funding source for preservation and allowing <br />developers to act quickly to acquire a property via over-the-counter funding process. <br />The City received its first application in 2024 and has processed this application. The City <br />expects to issue its first loan of $1.2 million in 2025. <br /> <br />x The City will continue to implement its Affordable Housing Ordinance, which requires all <br />residential development to provide 15-20% of the total units as affordable units for very <br />low to moderate-income households or pay a fee in-lieu of providing affordable units. <br />Additionally, the City has an affordable housing impact fee on all non-residential <br />development to help mitigate the development’s impact on the need for affordable <br />housing. The City’s Affordable Housing Ordinance continues to be very effective in <br />producing affordable housing and generating funding for affordable housing. <br /> <br />x The City plans to update the Affordable Housing Impact Fee Nexus Study, including <br />studying incentives for extremely low-income units as part of the Affordable Housing <br />Ordinance. The nexus study update will be conducted as part of the 21 Elements led <br />countywide nexus study update. A request for proposals will be released in spring 2025. <br /> <br />x In addition to supporting housing production and preservation activities, the City <br />continues to fund fair housing services that provide education and outreach, <br />discrimination investigation and tenant-landlord assistance.
