Office of the City Manager <br />Melissa Stevenson Diaz <br />MEMORANDUM <br />DATE: March 25, 2025 <br />TO: Housing & Human Concerns Commi Ʃee (HHCC) <br />FROM: Madiha Haque, Housing & Economic Development Specialist <br />RE: Community Development Block Grant (CDBG) and HOME Investment Partnership (HOME) <br />Funding ConƟngency RecommendaƟons <br />Background <br />The 2025 AcƟon Plan covers the period from July 1, 2025 through June 30, 2026, referenced herein as <br />Program Year (PY) 2025, and discusses resources to be received by the City from the United States <br />Department of Housing and Urban Development (HUD). This memorandum serves as guidance for the <br />Housing and Human Concerns CommiƩee to make CDBG and HOME funding recommendaƟons for PY <br />2025. <br />The City operates on a two-year funding cycle for public services, fair housing, minor home repair, and <br />economic development programs. PY 2025 is the second year of the two-year cycle. Based on funding <br />availability and program performance, agencies typically receive the same amount of funding for their <br />second year of funding. <br />Funding recommendaƟons must the requirements, as described in Exhibit A - Housing and Human <br />Concerns CommiƩee Funding DeliberaƟons Guidelines. <br />In this AcƟon Plan period, the City esƟmates it will receive $677,265 in CDBG funds and $243,675 in <br />HOME funds plus an esƟmated $15,000 in CDBG program income, $167,183 in unspent prior year CDBG <br />funds, and $495,621 in unspent prior year HOME funds. The City has es Ɵmated this level of funding <br />based on funding from PY 2024, as HUD has not announced the allocaƟons for PY 2025. City staff is <br />anƟcipaƟng that U.S. Department of Housing & Urban Development (HUD) will be significantly delayed <br />in announcing the PY 2025 CDBG and HOME allocaƟons. When there are delays in announcing funding <br />allocaƟons, HUD allows jurisdicƟons to conduct ciƟzen par ƟcipaƟon on draŌ Annual AcƟon Plans with <br />esƟmated funding amounts.
