<br />Office of the City Manager <br />Melissa Stevenson Diaz <br />City staff is recommending the following conƟngency plan in place for when the final award allocaƟons <br />are released. <br />• If the CDBG allocaƟon is greater than the Program Year 2024 allocaƟon: <br />o Renewal funding for public service program’s will remain the same as the PY 2024 <br />allocaƟon and within the public service spending cap of 15% of the total PY 2025 CDBG <br />allocaƟon and 15% PY 2024 CDBG program income. <br />o Renewal funding for microenterprise assistance, fair housing, and minor home repair <br />programs will remain the same as the PY 2024 allocaƟon. <br />o Increase CDBG administraƟon so as to keep the total funded within the regulatory limits <br />(20 percent of the PY 2025 CDBG allocaƟon aŌer funding Project SenƟnel’s fair housing <br />project); <br />o AŌer the administraƟon and public service allocaƟons are made, the remaining funds <br />will go towards the recommended Housing & Public Facili Ɵes project(s). <br />o If the HHCC recommends more than one Housing & Public Facili Ɵes project for CDBG <br />funds, the recommended amounts should increase proporƟonally up to the maximum <br />amount requested by the applicant. <br />• If the HOME allocaƟon is greater than the Program Year 2024 allocaƟon: <br />o Increase HOME administraƟon to keep the total funded within the regulatory limits (10 <br />percent of the PY 2025 HOME award). <br />o Increase the Community Housing Development OrganizaƟon (CHDO) Set aside project to <br />keep the total funded at the regulatory limit of 15 percent of the PY 2025 HOME award. <br />o AŌer the administraƟon and CHDO allocaƟons are made, the remainder of the funding <br />will be allocated towards the new acquisiƟon and rehabilitaƟon housing project(s). City <br />staff recommend selecƟng one project for regular HOME funds to make the HOME <br />funded project feasible. <br />• If the CDBG allocaƟon is less than Program Year 2024 allocaƟons: <br />o As needed, the City will reduce all CDBG public service programs by a pro-rata amount to <br />keep total funding within 15 percent of the total PY 2025 CDBG alloca Ɵon and 15% PY <br />2024 CDBG program income. <br />o Renewal funding for microenterprise assistance, fair housing, and minor home repair <br />programs will reduce proporƟonally based on the percentage decrease in funding <br />available. <br />o Reduce CDBG administraƟon to keep the total funded within the regulatory limits (20 <br />percent of the PY 2025 CDBG award aŌer funding Project SenƟnel’s fair housing project). <br />o The remaining reducƟons will come from the new Housing & Public FaciliƟes project(s). <br />o If the HHCC recommends more than one Housing & Public Facili Ɵes project for CDBG <br />funds, the recommended amounts should reduce propor Ɵonally. <br />o <br />• If the HOME allocaƟon is less than the Program Year 2024 allocaƟon: <br />o Decrease HOME administraƟon to keep the total funded within the regulatory limits (10 <br />percent of the PY 2025 HOME award) <br />o Decrease the CHDO Set aside project to keep the total funded at the regulatory limit of <br />15 percent of the PY 2025 HOME award. <br />7.A. - Page 113 of 189 <br />317
