REV: 05-27-25 LF measures across physical security, cybersecurity, and utility resilience. The final RRA includes prioritized recommendations, response strategies, and an implementation roadmap to enhance preparedness and operational continuity. It serves as a strategic guide for decision-makers to strengthen resilience and ensure long-term sustainability. The final RRA will comprehensively address all AWIA-required elements, including: •Risks from malevolent acts and natural hazards •Dependency hazards (e.g., power or communication outages, supply chain disruptions, workforce issues, transportation limitations, and proximity hazards) •Unintentional human-caused risks (e.g., chemical spills, operator error, cybersecurity gaps, and critical component failures) •Financial infrastructure vulnerabilities •Resilience of key system components: pipelines, conveyances, physical barriers, source water, collection/intake, pretreatment, treatment, storage, distribution, and automated systems (including cybersecurity) •Monitoring practices for the potable water system •Use, storage, and handling of system chemicals •Operation and maintenance procedures across all facilities 2.6 – Submit Final Certification to EPA Consultant shall assist the City in preparation to submit an electronic certification with the US Environmental Protection Agency confirming compliance through their certification system. This process ensures that utilities meet federal mandates by assessing risks related to natural hazards, cyber threats, and infrastructure resilience. Timely certification helps utilities maintain regulatory compliance, enhance security measures, and strengthen their ability to respond to emergencies. Consultant shall provide the following deliverables for Task 2: •Draft RRA •Response to Comments •Final RRA •Assist with EPA Certification TASK 3 – UPDATE THE CITY’S EMERGENCY RESPONSE PLAN (ERP) 3.1 – Conduct Meetings and Workshops Consultant shall develop an ERP in tandem with the RRA to ensure: •Incorporation of preliminary risk reduction measures identified in the RRA. •Development of response strategies to address both physical and cyber threats to critical infrastructure. •Tailored mitigation and response plans to handle both malevolent acts and natural hazards.
