The final RRA <br />includes prioritized recommendations, response strategies, and an implementation <br />roadmap to enhance preparedness and operational continuity. It serves as a strategic <br />guide for decision-makers to strengthen resilience and ensure long-term sustainability. <br />The final RRA will comprehensively address all AWIA-required elements, including: <br />•Risks from malevolent acts and natural hazards <br />•Dependency hazards (e.g., power or communication outages, supply chain <br />disruptions, workforce issues, transportation limitations, and proximity hazards) <br />•Unintentional human-caused risks (e.g., chemical spills, operator error, <br />cybersecurity gaps, and critical component failures) <br />•Financial infrastructure vulnerabilities <br />•Resilience of key system components: pipelines, conveyances, physical barriers, <br />source water, collection/intake, pretreatment, treatment, storage, distribution, and <br />automated systems (including cybersecurity) <br />•Monitoring practices for the potable water system <br />•Use, storage, and handling of system chemicals <br />•Operation and maintenance procedures across all facilities <br />2.6 – Submit Final Certification to EPA <br />Consultant shall assist the City in preparation to submit an electronic certification with the <br />US Environmental Protection Agency confirming compliance through their certification <br />system. This process ensures that utilities meet federal mandates by assessing risks <br />related to natural hazards, cyber threats, and infrastructure resilience. Timely certification <br />helps utilities maintain regulatory compliance, enhance security measures, and <br />strengthen their ability to respond to emergencies. <br />Consultant shall provide the following deliverables for Task 2: <br />•Draft RRA <br />•Response to Comments <br />•Final RRA <br />•Assist with EPA Certification <br />TASK 3 – UPDATE THE CITY’S EMERGENCY RESPONSE PLAN (ERP) <br />3.1 – Conduct Meetings and Workshops <br />Consultant shall develop an ERP in tandem with the RRA to ensure: <br />•Incorporation of preliminary risk reduction measures identified in the RRA. <br />•Development of response strategies to address both physical and cyber threats to <br />critical infrastructure. <br />•Tailored mitigation and response plans to handle both malevolent acts and natural <br />hazards. <br />ATTY/AGR.2025.124/AARC Consultants, LLC(RRA and Update to ERP 2025) (Page 14 of 20)
