REV: 05-27-25 LF <br />This alignment ensures a seamless integration of the RRA findings into the ERP, creating <br />a cohesive resilience strategy for the utility. <br />3.2 Draft ERP <br />Consultant shall conduct a gap analysis using changes in utility description information, <br />completed projects, statutory changes, After-Action Reports (AARs) of incidents or <br />exercises, or other necessary documentation to update the ERP. Consultant shall also <br />organize a workshop to: <br />•Provide an overview of AWIA ERP compliance requirements. <br />•Present findings and recommendations based on the gap analysis. <br />•Gather updated input from stakeholders to tailor the ERP to the City’s current and <br />future needs. <br />Consultant shall conduct a comprehensive review of the City’s existing ERP to ensure it <br />meets current and future operational needs. This review shall include: <br />•Emergency preparedness, response, and recovery strategies already in place. <br />•Evaluation of policies, procedures, plans, and training/exercise programs. <br />•Documentation of resources, equipment, and local interagency agreements. <br />•Review of training programs, local and regional exercise participations (include <br />real incident reports), and AARs to identify areas for continuous improvement. <br />This review will help identify gaps and opportunities for improvement, ensuring the <br />updated ERP reflects the City’s current and projected operational and regulatory context. <br />3.3 Hold Review Meeting and Presentation <br />Consultant shall hold a review meeting and presentation of the updated ERP. The <br />updated ERP shall include the following key components: <br />1. Utility Information <br />•Overview of the City’s operations, personnel, critical components, and <br />surrounding industries of concern. <br />•Inventory of response resources and local emergency services. <br />2. Risk Assessment with Recommendations <br />•Address security issues with compliance with U.S. EPA guidelines under <br />the Public Health Security and Bioterrorism Preparedness and <br />Response Act of 2002. <br />3. Resilience Strategies <br />•Defined emergency response roles, incorporating the Incident <br />Command System (ICS) framework. <br />•Communication protocols for internal teams, external stakeholders, and <br />media outreach. <br />•Public notification strategies for various emergencies. <br />4.
