6.1 C <br /> Page 1 <br /> REP4RT <br /> To the Honorable Mayor and City Council <br /> From the Cit Mana er <br /> December 14, 2009 <br /> SUBJECT <br /> Public Information Services related to review of the Saltworks Development Proposal <br /> RECOMMENDATION <br /> Approve, by motion, Amendment No. 1 to the professional services agreement with <br /> Data Instincts for public information services related to the review of the Saltworks <br /> Development Proposal, in an amount not to exceed $36,000.00. <br /> BACKGRUUND <br /> On April 10, 2009, the City Manager executed an agreement for professional consulting <br /> services with Data Instincts in the amount of $59,500. The scope of services included <br /> support to the Redwood City staff for the purpose of providing public information about <br /> the review process for the Saltworks Development Proposal ("the project") from DMB <br /> Associates {"applicant"). On May 19, 2009, the City received an application from DMB <br /> Associates for a General Plan Amendment, Zoning Amendment, and Environmental <br /> Assessment. Subsequently, on August 10, 2009, the City Council authorized by <br /> resolu#ion the initiation of the process for evaluating the General Plan Amendment. On <br /> September 14, 2009, the City Council approved the professional services agreement <br /> with Hart Howerton, for the initial review and analysis of the development proposal. <br /> As part of the City's project team, Hart Howerton is focusing on the initial review of the <br /> development proposal, while Data Instincts has been tasked with developing <br /> communications materials and systems in coordination with City staff on an as-needed <br /> basis. These items include, but are not limited to, a variety of informational collatera! <br /> materials such as fact sheets, Web page updates, educational materials, guidelines, <br /> letters, and e-mail broadcasts. <br /> The initial contract scope was intended to cover the initial re�iew phase of the DMB <br /> application submittal. The revised scope of work described in Amendment No. 1 is <br /> intended to cover the anticipated work associated with completing the initial review of <br /> the development proposal and evaluation of the "Tier One" issues through February <br /> 2010. The initial contract in the amount of $59,500 would be amended by an additional <br /> amount of$36,�00 for a total, not-to-exceed authorization of $95,500. <br /> Data Instincts is a professional consultancy specializing in public information and pubtic <br /> involvement serving municipalities, counties, public agencies and engineering firms with <br /> public outreach efforts. More specifically, Data Instincts specializes in: <br /> • Community communications, education and awareness <br /> • Public & media relations during project evaluation and consideration <br /> • Public involvement, information and notification during environmental <br /> review/studies <br />
