Page 1 <br /> REP4R <br /> To the Honorable Mayor and City Council <br /> From the Ci Mana er <br /> December 14, 2009 <br /> SUBJECT <br /> Award of Contract—San Carlos Airport Levee Improvement Project <br /> RECOMMENDATION <br /> By motion, approve the con#ract documents and award the contract for the Redwood <br /> Shores Levee Improvement Project to Granite Rock Gompany DBA Pa�ex Construction <br /> Division of San Jose for their responsive and responsible low bid of $401,�49.00 and <br /> authorize the City Manager to increase the contract amount up to 10°/fl if necessary, and <br /> reject the bid protests submitted on December 7, 2�09 by C.F. Archibald Paving Inc. <br /> and on December 8, 2009 by Andreini Bros. Inc. for the reasons contained in this report. <br /> BACKGROUND <br /> The Federal Emergency Management Agency (FEMA} is implementing a Flood Map <br /> Modernization {Map Mod} program to convert paper Flood Insurance Rate Maps <br /> (FIRMs) to digital. As part of Map Mod, FEMA mandates the inclusion of levee <br /> evaluations for those communities undergoing map changes. <br /> FEMA has determined that segments of levee bordering the San Carlos Airport, partly <br /> owned by San Mateo County and City of San Carlos, must be improved and certified to <br /> provide complete flood protection for the Redwood Shores Peninsula. The San Carlos <br /> Airpor� Levee Improvement Project is in response to FEMA's levee certification <br /> mandate. The city is taking the lead for permitting and construction on this multi- <br /> jurisdictional levee improvement project to raise the height of the levees and complete <br /> certification prior to September 2�10, the effective date of the new FIRMs. <br /> The project involves grading and ear�hwork to raise the le�ee height of approximately <br /> 5,000 feet of levee bordering the San Carlos Airport and on City of San Carlos property <br /> to meet FEMA's standard. <br /> Thirteen (13) bids were received at the bid opening on Wednesday, December 2, 2009 <br /> for the "San Carlos Airpo�t Levee lmprovement Project" and are summarized in the <br /> table below. <br /> Bidder Bid Amount <br /> Grani#e Rock Com an DBA Pavex Construction Division $ 401,649.00 <br /> Andreini Bros.
