6.1 D <br /> Page 2 <br /> En ineer's Estimate $ 532,000.00 <br /> Recommended Bidder: Granite Rock Company DBA Pavex Construction <br /> Division, San Jose, CA <br /> Substantiation: Granite Rock Company DBA Pavex Construction Division, <br /> San Jose, CA is the(owest res onsive and res onsible bidder. <br /> The low bid of $401,649.00 submitted by Pavex Construction is 24.5% lower than the <br /> engineer's estimate of $532,000.00. Staff attributes this variance to a very competitive <br /> bidding market. Based on the bids received, staff believes that the low bid of <br /> $401,649.04 is reasonable and recommends awarding the contract to Granite Rock <br /> Company D6A Pavex Construction Division. <br /> Bid Protest <br /> The city received letters dated December 7, 2009 by C.F. Archibald Paving Inc. and <br /> December 8, 20�9 by Andreini Bros. Inc. protesting the bid submitted by Granite Rock <br /> Company DBA Pavex Construction Division. Both alleged that the apparent low bid <br /> submitted by Pavex did not list any subcontractor. Staff recommends dismissing the bid <br /> protest for the reason that Pavex has stated in writing to the city that it has no <br /> subcontracts on this project wi#h a dollar amount greater than one half of one percenf of <br /> the total bid price. <br /> Construction has already begun for the Redwood Shores Levee lmprovement Project <br /> and for the levee segment bordering the South Bayside System Authority Treatment <br /> Plant that will complete the flood protection system for the Redwood Shores Peninsula <br /> as required by FEMA. <br /> ALTERNATIVES <br /> Council may reject all bids and direct staff to repeat the public bidding p�-ocess which <br /> may delay the work of this project. <br /> FISCAL IMPACT <br /> Project funds have been appropriated as Genera!
