Adopt a resoiution es#ablishing Administrative Guidelines and Scheduie of Fees <br /> for Courthouse Square Event Permits. <br /> BACKGR�UND <br /> On October 12, 24�9, an update of the proposed Chapter 33A, Article Ill Courthouse <br /> Square Ordinance ("4rdinance") was presented to Council far information only. Staff <br /> had described the structure of the �rdinance, which is fur#her described be[ow, and the <br /> departmentai coilaboration (Planning, Housing and Economic Development, Parks and <br /> Recreation, Police, Finance, Attorney, and Fire) in the development of #he Ordinance <br /> which taok more than three years. Special events have been allowed since the <br /> completion of Courthouse Square as part of the learning process for staff to defe�mine <br /> the optimaf policies, procedures, and fees apprvpriate for Courthouse Square. In early <br /> �c#ober 20�9, staff provided an overview o# the draft Ordinance and received <br /> comments from the Redwood City Downtown Business Group (DBG), whose primary <br /> concern is people smoking, skateboarding, and disruptive conduct on the Square. <br /> Counc+l had requested the consideration o# allowing exclusive {private) e�ents the <br /> lowering event fees for non-profi# entifi�es, wh�ch are now �ncorporated �n <br /> attachments. <br /> The City's existing municipal codes do not currentiy enable the City to ceco�er costs <br /> associated with planning, permitting, securing, and otherwise regulating even#s at <br /> Courthouse Square, which is a unique asset crea�ed as t#�e commun�#y s gatheThe <br /> space for not oniy Redwood City but far all the residents of San Mateo Cou #y <br /> City has authoriiy #o manage and operate Courthouse Square according to the <br /> Cooperative Agreement befween the Couniy of San �1/1at�eo and the City af Redwood <br /> Crty for Preserva#ion of �he Hisforic County Cou�thouse Block, Remova! of the South <br /> Annex, Recansfructiorr of the Courthvuse Farade and Creafron of Courthouse P1aza, <br /> and Gr�an�of Fasemenf anc!L�cense, dated May 3, 2005. <br /> The �rdinance proposes to allow the City to p�ohibi# specific acti�ities and conduct and <br /> #o establish permit requiremen#s for cer�ain ac#�vities on Courthouse Square �o ps�and <br /> the public's health, safety, and welfare by ensuring that: 1} adequate resource <br /> services are provided for the event; 2} details of the proposed ac#ivity are provided in <br /> order to establish permi� requirements; 3} the number and frequency of events are <br /> managed; and {4} appropriate insurance is provided to relieve the City of iiabili#y from <br /> any harm that may occur.
