Chap#er 33A Schedule of Fees ("Resolution"}. The Administrati�e Guidelines <br /> contain the rules and procedur�s for permitted events at Courthouse Square including, <br /> but not limited to, the applicafion process, fnancial and legal responsibil�ties, and Police <br /> and Fire department requirements. <br /> The purpose o�€ #he Resolution consisting of the proposed event fees is to assure #he <br /> Ci#y's financial soundness by recovering the cost of public services required #o support <br /> special events at Courthouse Square. The event fees are divided into three categories: <br /> 1) application fee, 2) permit fee, and 3) city department services. The proposed fees <br /> for #he first fin�o categories refle�ts research findings of other cities with outdoor public <br /> spaces used for special events, including but not limited fo, San Franciseo, Santa <br /> Monica, Long Beach, San Jose, and mare specifically Pioneer Courthouse Square in <br /> Portland. <br /> App{ication Fee <br /> The suggested nonrefundable application fee of $40 �s within the range o# other cities <br /> researched. For example, Santa Monica charges up to $20� whiie San Jose does not <br /> charge at all, <br /> Permit Fee <br /> The permit fee categories are similar to Portland's P�oneer Square while the proposed <br /> permit fee amounts are based on the market rate of similar spaces in other cities. Most <br /> cities fees, including San Jose's, do not differentiate between public and exclusi�e <br /> events. Nevertheless, public spaces such as San Francisco's Union Square and <br /> Portland's Pioneer Courthouse Square do allow exclusive events and charge an <br /> average of $7,000 per day. The fee #or exclusive use e�ents a# Courthouse Square <br /> was di�cult to ascertain since #here are no comparable facilities in San Mateo County. <br /> Staff then opted to rev�ew the rates of locations used for exclusive events in San Mateo <br /> County which on average is $3,900 for a one day rental. For example, #he Hiller <br /> Aviation Museum in San Carios charges an average of $1,8�0 per day while the Kohl <br /> Museum in Burl�ngame charges $8,750. Parks and Recreation staff who have been <br /> integra� in senricing the Square and supporting events have reviewed the range of rates <br /> and along with the Planning, Housing and Economic Development Depar#ment <br /> recommend $3,900 as a reasonable starting point. In summary, should the Counci! <br /> consider exclusive use at Caur#house Square, the proposed exclusive use permit fee is <br /> $3,900. <br /> City Departmental Serv�ces <br /> A special event permit�ee, under certain circumstances, will be required to pay fihe <br /> City's departmental service charge. The cost recovery rates wEll be at�ached to the <br /> Courthouse Square Event Application. Even#s fully funded by the Cify of Redwaod Ci#y <br /> are proposed fio be exempt from paying the fees. <br />
