"Temporary Structure" means any structure #hat can be �eadily and completely dismantled and removed from the site, such as a sign, fiable, stage, tent, platform, sets, stand, bandstand, barrier, canopy or fence. V. Section 33A.38 Administration: A. Authority of the City Manaqer or his or her designee(s). The City Manager or his or her designeets} has the authority to execute the permitting process and enforce the Administrative Guidelines. The City Manager or his or her des�gnee(s) has the authori#y to amend the Administrative Guidelines to the extent that the Guidelines are consistent with and further the terms and requirements set forth within this Chapter. All Adm�nistrative Guidelines shall be adopted and amended in writing. Permitting fees for events at Courthouse Square sha11 be adopted by resolution of the City Council. Failure to obey any direcfive issued by the City Manager or his or her designee(s) pursuant to this section shall be a violation of this Chapter. B. Pubiic �Vlav be Excluded During an Emerqency or as A�pro,,,.priate. ln an emergency or when the City Manager or his or her designee{s), Chief of Police or authorized representative of the City, defierrnines that the public safety, or public health, or public interest demands such action, the Square or rights of way may be closed to the public and all persons may be excluded until the emergency has ceased, and upon the cessat�on thereof the Square or portion thereof so closed shall again be reopened to the public by order of proper authority. C. Enforcement Powers of Peace Officers and City Personnel. Power and authority is given to the City Manager nr his or her designee(s}, Chief of Police or authorized representative to ejec# and expel from the Courthouse Square any person who violates any of the provisions of this chapter or any other iaw, ordinance or rule fihat may be in effect now or may hereafter be passed or adopted for the regulation and government of the Courthouse Squase and surrounding sidewalks and streets. Sec#ion 33A.39 C4NDUCT ANt3 ACTIVITIES PROHIBfTED: No person shall engage in the following prohibited activities in Courthouse Square: A.
