Project A�ea Siighting Conditions <br /> The Redevelopment Plan for al1 three areas' showed that they shared similar blight <br /> characteristics, such as defective design and c�aracter of physical construction, residential <br /> overcrowding, small or irregular lats, inadequate public improvements, and varying degrees of <br /> sociai and economic maladjustments, These blight conditions are described in more detail <br /> below: <br /> 9. Historic Blighting Condit�ons--4riginal Project Area <br /> At the time of the Plan Adoption, #he prvperties in#his Project Area were improved and pa�tially <br /> improved with a mixture of commerciai, rai(road, industria!and residential uses, as well as <br /> various public or quasi-public open spaces. Many of the sites were under different ownership <br /> and/or tenant leases, and in some cases,were subject to deed restrictions, which inhibited their <br /> development. in gene�al, the properties were affected by conditions such as economic <br /> dislocation, deteriora#ion and disuse resulting from faulty planning, the subdiv'ssion and safe of <br /> lots of irregular form and shape and inadequate size for usefulness and development, and a <br /> prevalence of impaired investmen#s and economic maladjustmen#s which led to a reduction of, <br /> or lack of, proper utilization of.#he areas to such an extent tha#it consti#uted a ser�ous economic <br /> burden on the community. Some of#he iots or areas were also sub�ect#o being submerged by <br /> water. <br /> These conditions of btight and the overail under productivity of the Project Area had placed its <br /> properties in a very unfavorable competiti�e position with respect to �ewer and more <br /> comprehensive developmen#at#he time of the plan adoption. <br /> 2. Ntstorlc 8light+ng Co»ditions--Amendment Area#1 <br /> This area suffered from the same poor vehicular circulation as the Gateway subarea in the <br /> original Project Area such as inadequate access and a functionaily inefficient!ot and block <br /> layout created by the railroad. In addition,the buildings on James Avenue were on small lots <br /> tha#were not conducive to larger scaie development. There had aiso been a shEfting of uses in <br /> properties fronting onto EI Camino Real.
