Historic 8lrghting Conditions–Amendment Area#2 <br /> This area encompassed a broad range of land uses, inciuding residential,commercial, <br /> indus#riai, and public/institutional uses. The area also had a concentration of auto-related uses <br /> along EI Camino Real. <br /> At the time the Amendment was adopted, Area#2 showed a prevale�ce o#buildings and <br /> structures that were in varying sta#es of deterioration and obsofescence, andlor which were un�t <br /> or unsafe to occupy because of buiiding or�re cade vio[ations, and o#her structuraf probiems <br /> associated with an aging building stock.The area aiso had a concentration of incompatible or <br /> mixed character buitdings such as along Brewster Avenue and in the vicinity of Veterans <br /> Boulevard, Whippfe Avenue and Winslow Street.The cfose proximity o#certain commercial <br /> uses, e.g., service stations, auto body shops, and industrial facilities, to residential areas <br /> created negative environment conditions. Many buildings in the Amendment Area were also <br /> construc#ed with little regard to lot coverage, setbacks ar�d side yards or were on irregularly <br /> shaped parcels, resulting in faul#y spacing or structures on iots. <br /> In general, properties in the area su#fered from deterioration and disuse due to irregufarly <br /> formed or shaped iots and the inadequacy of such lots for proper usefulness and development. <br /> This situation resulted from historic residential subdivision patterns and development pattems in <br /> the commercial sectors. In the Amendment Area, the non-un+form street grid system created a <br /> prevalence of irregular sized and shaped blocks and parcels which made it diffcult for new <br /> deveiopment to comply with zoning and setback requirements or for the private sector to <br /> assemble parceis for expansion of existing uses. The diverse property ownership pattern also <br /> impeded the private sector's ability to assemble !o#s for expansion of new development. <br /> As in the other two areas, Amendment Area#2 suffered from inadequate infrastructure. Existing <br /> st�eets required resurfacing, reconstruc#ion as well as sidewalk, curb and gutter repairs. Traffic <br /> circulation within and around the Amendment Area was impeded by the Southern Pacific <br /> Railroad tracks.The multiple s#�eet grid system in the Area created dead-end s#reets, irregular <br /> intersections, and, as in#he case of the Woodside Expressway, some hazardous conditions. <br /> The storm drainage system in#he Area was deficient;the pump station had insufficient capacity; <br /> and the local gutter system was inadequate. The northeastem portion of the Amendment Area <br /> also suffered from deficiencies in water deli�ery—particulariy during peak periods of water use. <br /> The majority of the Area's sani#ary sewer nefinrork was vi#ri�ied clay up to 8�years old, most of <br /> which had ne�er been improved.Thus, extensive public improvements were needed in the <br /> Area. <br /> Amendment Area#2 also had a pre�alence of social and economic maladjustments that <br /> contributed to blight.The 1980 Census for the Area indica#ed that its residentiaf vaiues were <br /> significantly below the City and Countrywide average;that the Area's housing stock was <br /> considerably overcrowded; and that the Area had a significantiy larger proportion of very low- <br /> and iow�income households as well as a lower skilled labor force.
