7C <br /> Page 17 <br /> C. �verview of Rta� ProgressiProject Area Accomplishments to Date <br /> As detailed in the follvwing list, during the prior implementation pian period the Redevefopment <br /> Agency successfully completed a number of projects and programs that ha�e markedly <br /> improved Downtown Redwood City. The projects artd programs were funded primarily through a <br /> $33 million bond issued in 2�03. <br /> • On Broadway Retai�-Cinema Prolecf and Downfown Parkrng Garage:The 20 screen, <br /> 4,200 seat downtown cinema with approximately 85,OQ0 square feet of retai! space is <br /> now comple#e along with the 590-space underground public parking facility, which was <br /> funded by the Agency. <br /> ■ Streefscape Improvements:The Agency-funded stree#scape impro�ements to"Thea#re <br /> Way" in the vicini#y of the On Broadway Retaii-Cinema ProJ�ct ha�e been completed. <br /> The walkability and pedestrian friendliness of dowr�town were also enhanced by the <br /> completion of improvements on Broadway between Jefferson and Hamilton, as we(l as <br /> improvements to both Jefferson Ave. (between Middfefield Rd. and Marshaf� St.}and <br /> Middlefield Rd. (between Winslow and Veterans). These improvements ranged from new <br /> sidewalks, street trees and streetlights to lane and parking reconfiguration. <br /> ■ Downtown Parking Management Plan:The Agency expanded the existing City-owned <br /> surface parking iot�"Block 2"), installed parking cantrol equipment, imp�oved pedestrian <br /> connections to Block 2 and the Marshall Street Garage, and completed and <br /> implemented a downtown parking management plan. <br /> • Courthouse Square:The historic 1910 Courthouse building#a�ade has been restored <br /> and a new public plaza on the site of the former Courtho�se Annex has been <br /> constructed. The plaxa is now an active public space and host to numerous afternoo�, <br /> evening, and week-end events and entertainmen#. The Agency has leased firvo of the <br /> four kiosks for food senrice.The first opened in 2009 and the second is scheduled to <br /> open this fall. <br /> � Completion of the Downtown Precise Plan:The Downtown Precise Plan (DTPP}, <br /> adop#ed by the Council in May 2007, was established to orches#ra#e private and pub(ic <br /> investment actions in the Downtown for the purpose of re�iving the Heart of the Ciiy. It <br /> es#abEishes the primary means of regulating land use and development within#he <br /> Precise Plan area (bounded generally by E! Camino Real, Map{e St,Ve#eran's Blvd and <br /> Brewster Ave.) It also establishes the primary means of planning City actions and <br /> investments in suppvrt of the grow#h of Downtown. lt represents the detailed <br /> implementation vf the broad policy directions contair�ed within the Redwood City General <br /> Plan for the Downtown dis#rict; and, replaces land use and deveiopment regulations <br /> previously contained within the Redwood Ci#y Zoning Ordinance for this portion of the <br /> Keyser Marston Associates,Inc.
