7C Page 18 City.A Master EIR was afso prepared and�adopted as part of the review and approval process.2 ■ Downfown Special Events:The Agency continues to fund a po�#ion of the cost to provide a series of signature special e�ents in the Project Area including the"Summer in the City/Downtow�W�W" Program,the Fourth of July Parade,the"Salsa Festival„fali celebration, Immigrant's Day, Hometown Holidays, and the Latino Fifm Festivai. The Down#own programming has proven to be a �ery effective tool for energizing the downtown and promoting the City of Redwood Ci#y. ■ Storefront Improvemeni Program:The Agency has continued to provide grants to exis#ing businesses and property owners in the Downtown to rehabilitate facades and storefron#s. ■ Wayfinding and Directronal Signage:The Wayfind'+ng Program,which assists visitors in �inding their way into and around Dawntown, has been completed. Giving equai emphasis to veh�cles and pedestriar�s, s�gnage unique to Redwood City directs visitors to key destinations and parking facilities wit�in the Downtown. It aiso directs them into the Downtown from perimeter roads, arter�alS and freeway off ramps, thus"branding"the Downtown throughout the City. "You Are Here" maps were also strategicaliy placed to help orient people to their destinations in relation to where they have parked. ■ Sanner Program:The Banner Program reinforces Downtown as a destination by enhancing and capitalizing on the sense of place, promoting special events and allowing for the changing of inessages and imagery over time to stimulate in#erest in#he area. Over 200 ver#ical and horizontal banners have been designed, fabricated and instafled throughout the year on a rotating basis celebrating key destinations, special events, and the seasons. � ■ Post Office Paseo:The outdoor space adjacent to the Post Office an Jefferson Ave. has been transformed to function as a safe, weI!-lit pedestrian walkway connecting#he Main Street parking iot to the Cinema block.The design included a mini-piaza and an outdoor dining area as welf as a new parking area for pos#office patrons' short-term parking needs.The improvements also included an innova#ive demonsdration of storm water runoff best management practices. ■ Hoover Area Mobilrty Study:The Hoover Area Mobility S#udy, formafly called the Fair 4aks Access and Improvemen#Study for Community Mobility was compieted in Z A lawsuit and court ruling reversed the implementation of the DTPP development regulations and new zoning.The Plan and Program EIR are being revised ta address the issues raised in the lawsuit.It is anticipated that the new documents will be cortsidered by the Co�ncil far adoption in Spring 2010.The gosls,priorities and recommended implementation actions nof related to regulations and zoning are being implemented as oppo�tunit+es arise.
