Project Area Goals and 4bjecti�es <br /> The original objectives for the 1982 Redevelopmen# Plan included; �1) making lowlands property <br /> useful for private development; {2) improving circulation, rehabilitating commercial properties <br /> and the Ci�ic Cen#er; (3) improving transportation and parking facili#ies; (4) lirtking circulation <br /> within the Project to the City s#reet system; �5) providing access to landlociced parceis; and (6) <br /> pro�iding safer in#ersections and public improvements. These pfincipa!goals rernain relevant for <br /> the 2010-2014 lmplementa#ion Plan.Additional goals and objec#ives were set forth in the <br /> Second Amendment to the P1an {1989). Agency goals and objectives for the Project Area set <br /> forth in the R�development Plan and Amendments are summarized as foilows: <br /> ■ To eliminate and prevent the spread of btight and deterioration and to redevelop the <br /> Projec#Area in accord with the General Plan, specific pians, #he Redevelopment Plan, <br /> Iocal codes, and ordinances. <br /> � To expand and upgrade the communiiy's supply of housing, inciuding opportunities for <br /> !ow-and moderate-income households. <br /> ■ To eliminate or ameliorate certain en�ironmen#al deficieneies, including substandard <br /> vehicular circulation sys#ems and other similar pubiic improvements,facili�ies and u#ilities <br /> de�ciencies. <br /> • To achieve an environment reflecting a high level of concern for archi#ectural, landscape, <br /> and urban design and land use principles appropria#e for attainment of#he objectives ofi <br /> the Redevelopment P1an. <br /> ■ Yo enhance major thoraughfares providing a quali#y design 'sdentity and smooth, safe <br /> pedestrian, bicycie, and vehicle circufation. <br /> � To re-plan, redesign and develop undevelopedlvacant, underu#ili2ed and <br /> underdeveloped areas that are stagnant or improperiy utilized. <br /> ■ To encourage investment by the private sector in the development of the Projec#Area by <br /> eliminating impediments to such development and redevelopment. <br /> • To increase sales, business license, hotel occupancy and other fees, taxes and <br /> revenues to the City and other taxing bodies. <br /> ■ To establish and implemen#performance criteria to assure high standards for site <br /> design, en�ironmental quality and other design elements which provide unity and <br /> integrity. � <br /> Keyser Marston Associates,lnc.
