Agency Goals and Obfectfves for the Next Five Years <br /> Pursuan#to meeting these Plan goals, the new Fi�e-Year lmplementation Plan estabiishes <br /> operational goals and objectives for the period 2010 to 2014, as follows: <br /> a. Contrnue fo upgrade publrc improvements. The compietion o#Courthouse Square, the <br /> stree#scape improvemen#s on Broadway, Tneatre Way, Middlefeld and Jefferson, and <br /> improvements related to downtown parlcing facilities began#o address issues related to <br /> the lack of public open space,the need for an improved pedestrian experience within <br /> downtown, and inadequate parking capacity to support the additivna!development <br /> planned for powntown. The Downtown Precise Plan identifies a"menu"of other capital <br /> imprvvements to continue enhancing public spaces and streetscape conditions that are <br /> suppor�ive of envisioned development, will enhance pedestrian safety, and will create a <br /> beautifuf setting for civic activities, commercial investmen#and residentiai living. Corridor <br /> planning such as the Grand Boulevard Initiati�e3. Middlefiefd between Main St. and <br /> Woodside Rd. and other corridors identified in the New General Plan, as welf as <br /> improving connections between downtown and areas like the Marina, Docktown, and the <br /> new Stanford developments wiil also be a priority. <br /> b. Rehab!litate aging commercia!and residenrral structures. The Project area has problems <br /> with deficient economic use of buildings.A number of the resident�ai and commercial <br /> buildings in the historical downtown area, par#icularly in Amendment Area#2,were <br /> constructed over flfty years ago. As a consequence of structural aging,the utility of the <br /> structures has been greatly diminisF�ed. While the$50 million in�estment by the Agency <br /> in the past several years has served to jumpstart the revitalization o#downtown, many <br /> buildings stilf do not meet the needs of the contemporary uses and current market <br /> requirements.
