Remote access is limited to computers on the City’s network through a remote viewing option. <br />The cellular-based system has a cloud-based interface but has limited capabilities through phones/tablets. <br />The Parks Division has been exploring a new irrigation controller system for a few years. The Division met <br />with providers for a number of platforms, utilizing newer models and systems on a pilot or trial basis. <br />The Parks Division selected the HydroPoint Weathertrak platform as the new irrigation controller system. <br />The HydroPoint Weathertrak platform has three different size controllers that allow the Division to select <br />the most cost-effective controller for each site. The platform also utilizes a smartphone app that allows <br />full control and global positioning system (GPS) mapping of irrigation components within the system. The <br />platform also supports full usage reporting and issue alerts. Parks staff learned how to effectively operate <br />and use system features of the HydroPoint Weathertrak platform in a short period of time. <br />Parks staff are the end users for this system. It is important that staff can easily access and control systems <br />while in the field. Staff need to be able to make adjustments to their areas in order for the City to achieve <br />the best results with water conservation. Parks leadership needs to be able to review those changes to <br />ensure they are in line with operational standards and area needs. <br />ANALYSIS <br />Section 2.67.1(b) of Article VII in Chapter 2 in the City’s Municipal Code authorizes the use of cooperative <br />purchasing to procure goods and services and construction of public works projects through programs, <br />contracts, bid award lists, or schedules created or administered by public agencies to secure the best <br />product or service at the lowest possible price. <br />The BuyBoard National Purchasing Cooperative (BuyBoard) is an administrative agency created in <br />accordance with Maryland and Rhode Island state statutes. BuyBoard, as a purchasing cooperative, is used <br />by organizations throughout the public sector to streamline procurement processes and promote <br />efficiency. As a member of BuyBoard’s cooperative purchasing community (membership ID# 2511), the <br />City is authorized to purchase from vendors that have been awarded competitively bid contracts through <br />BuyBoard per Section 2.67.1(b) of the City’s Municipal Code. In 2023, BuyBoard awarded SiteOne <br />Landscape Supply (SiteOne) a multi-year agreement for goods and services following a procurement <br />process designed to secure the best product and service at the lowest possible price. Additionally, SiteOne <br />has local retail stores and staff in the area to support installation and use issues. Staff proposed to <br />purchase HydroPoint Weathertrak irrigation controllers from SiteOne to replace end of life equipment. <br />FISCAL IMPACT <br />Funding for the purchase is available in the Adopted FY 2024-25 Budget within the Parks, Recreation and <br />Community Services Department budget for equipment. <br />6.E. - Page 2 of 24 <br />102
