At the May 12 City Council meeting, the City <br />Council voted unanimously to adopt the ordinance, which became effective on June 12. <br />ANALYSIS <br />Applicants and Interviews <br />At a Special Meeting on April 21, 2025 the City Council considered a total of 13 applicants for appointment <br />to the PAC. Some applicants were present for the interview; others, who were unavailable for the <br />interview, submitted written responses to interview questions in advance. All qualified applicants can be <br />considered for appointment based on their applications, oral interview, and written responses to <br />interview questions. <br />The applicants for City Council consideration are as follows: <br />Austin Baik – D1 <br />Christie Chang – D2 <br />Lou Covey – D3 <br />Clara Jaeckel – D5 <br />Samantha Kelley – D6 <br />Asteris Ling – D1 <br />Joy Magana – Employed in <br />Redwood City <br />Michael Mansour – D6 <br />John McMullen – D7 <br />Kathi Petrick – D5 <br />William Reach – D6 <br />Nuvya Sharda – D6 <br />Daniel Torunian – D6 <br />Appointment Process and Member Terms <br />All PAC members will be appointed by a majority vote of the City Council. Because all seven seats on the <br />PAC are currently vacant, the City Council will appoint four members to four-year terms expiring May 31, <br />2029 and three members to three-year terms expiring May 31, 2028. Commencing in 2028, all seats will <br />be appointed to four-year terms. This will ensure staggered term expirations so not all terms expire in the <br />same year, maintaining Committee continuity. For the purposes of calculating term limits under Section <br />21.5 of the City Charter, all seats appointed on June 23, 2025 will be full-term seats. <br />Additionally, staff requests that the applicant pool for the PAC remain open through January 31, 2026 and <br />be used to fill vacancies that may occur on the PAC between now and the next recruitment period, <br />provided there are at least two applicants for each vacancy. <br />EQUITY IMPACT STATEMENT <br />Equity and inclusion were considered in the development and implementation of the recruitment process, <br />through engagement with relevant Redwood City communities through public meetings, surveys, or other <br />means, with a focus on communities traditionally least likely to be heard in civic processes. <br />8.A. - Page 2 of 4 <br />433
