Each proposal included initial fees that would be used for City <br />beautification, as well as a proposed long-term agreement that could generate millions of dollars in <br />revenue over the life of the contract. All proposals included minimum guaranteed annual revenues and <br />escalator assumptions over time. <br />Additionally, all proposals offered some level of billboard usage for the City: at a minimum, one 8-second <br />spot for two weeks each quarter and/or on an “as-available” basis. Two proposals also included discounts <br />for Redwood City businesses to utilize billboards for advertising, thus supporting the City’s goal of <br />promoting commerce and tourism. All proposals stated that any future lease terms would prohibit certain <br />product advertising, including: tobacco, e-cigarettes, and electronic smoking devices; offensive, obscene, <br />or inappropriate content (such as from sexually oriented businesses); false or misleading claims; and <br />cannabis. <br />Finally, regarding public health, welfare, and safety, all proposals similarly addressed concerns about light <br />pollution and wildlife impacts. All proposals stated that displays would be limited to static images with an <br />eight-second hold time and would adjust brightness based on time of day and ambient light conditions. <br />However, no proposal included an overnight shutdown between 12 a.m. and 6 a.m., despite suggestions <br />from multiple Councilmembers. <br />8.B. - Page 3 of 8 <br />438
