Table 2 describes the proposed City-controlled sites and provides additional information and <br />analysis about each location. <br />Table 2 <br />RFI PROPOSALS ON CITY-CONTROLLED LAND <br />Property Analysis <br />1581 Maple St. Development of 1548 and 1580 Maple is anticipated in the near future. <br />Location is not recommended at this time. <br />1580 Maple St. The City and County are partnering on a future 100% affordable housing <br />development at this location. As the developer is still designing the future <br />project, staff does not recommend introducing a digital billboard. <br />Veterans Pump Station <br />(Two proposals) <br />Staff are in the early stages of planning enhancements to pump stations in <br />the City. Staff do not recommend implementing digital billboards on these <br />properties at this time as they may impact or be impacted by future <br />improvements. <br />Redwood Creek Parcel Placement may impact Redwood Creek and is therefore not recommended <br />at this time. <br />Douglas Pump Station <br />(Two proposals) <br />Staff are in the early stages of planning enhancements to pump stations in <br />the City. Staff do not recommend implementing digital billboards on these <br />properties at this time as they may impact or be impacted by future <br />improvements. Additionally, individual City Councilmembers expressed <br />concerns about the need to consider aesthetics and the environment, and <br />this proposal would remove current mature trees. <br />Given the above analysis and to avoid unnecessary complications to planned City developments and utility <br />improvements, staff recommends that the proposals utilizing City-land be deprioritized at this time in <br />favor of the proposal located on private property. <br />Removal of Static Billboards <br />As noted previously, a primary goal of the City’s request is to reduce the overall number of billboards in <br />the City. Accordingly, the RFI stated that proposals offering the elimination of existing static billboards in <br />exchange for a new digital billboard would be valued more highly than those that did not include such <br />removals. Of the four respondents to the City’s RFI, two currently control other static billboards elsewhere <br />in the City. <br />O/FI controls three static billboards located east of Highway 101 towards San Carlos. In discussions with <br />O/FI, staff learned that the company owns the properties where these billboards are situated. O/FI has <br />no interest in removing permitted signs on their own land. <br />However, respondents who control existing static billboards in the City included one-time sums in their <br />proposals that could be used for other beautification efforts in the City if the City chose to proceed with <br />their proposals. <br />8.B. - Page 4 of 8 <br />439
