City of Redwood City 1017 Middlefield Road, Redwood City, CA. 94063 Tel: 650-780-7000 www.redwoodcity.org

Staff Recommendation - 350 Convention Way
Staff recommends that the City select O/FI and the site at 350 Convention Way for negotiations.
Concurrent with negotiations, staff will work with O/FI to conduct outreach and conduct an California
Environmental Quality Act (CEQA) analysis, as well as revise Chapter 3, Advertising & Signs (Sign
Ordinance).

Proposed Approach
If the City Council wishes to pursue a digital billboard at 350 Convention Way, staff recommends the City
Council take the following actions:
1. Authorize staff to prepare and sign a Letter of Intent (LOI) with O/FI to confirm the City’s interest
in considering a digital billboard at 350 Convention Way.
2. Authorize staff to negotiate terms for a digital billboard agreement, should the City Council
ultimately approve the billboard at that location.
3. Direct staff to return to the City Council at the end of the negotiation and, if staff recommends
moving forward with agreed-upon terms, to prepare the agreement and amendments to the
City's sign ordinance that would allow for the installation of a digital billboard at that location.

If the City Council takes the above actions, the applicant, at its own expense, would submit all necessary
information to the City for further analysis of the proposal. This would initiate the CEQA review process
and other related steps, including applicant-led community outreach.
8.B. - Page 5 of 8
440
