Page 2 of 3 <br />City of Redwood City 1017 Middlefield Road, Redwood City, CA. 94063 Tel: 650-780-7000 www.redwoodcity.org <br />ANALYSIS <br />At the February 8, 2025 meeting, the City Council discussed existing City Council Norms, which were <br />included in the Guide in September 2024. During discussion, Council Members suggested several revisions <br />and additions to the Guide. The following suggested edits mentioned during the February meeting were <br />discussed by the City Council’s Governance Sub-Committee at their April 21, 2025 meeting: <br />1. Council Member Sturken suggested adding a new norm: Take Space, Make Space – speak up as <br />Council Members but also ensure others have time to speak. <br />2. Council Member Howard suggested adding a new norm to wait to offer a motion until each <br />Council Member has had the opportunity to speak. <br />3. Council Member Gee suggested updating an existing norm (Section VIII A3) to add the word <br />“accurate” – “timely, accurate, and complete information”. <br />4. Mayor Martínez Saballos suggested updating an existing norm (Section IX) to check with staff for <br />facts before responding and be clear about what information can be shared publicly. <br />Following discussion, the Sub-Committee voted unanimously to recommend the edits proposed on <br />February 8 to the full City Council, with additional modifications, including: <br />1. Amending the title of Section IX to “CITY COUNCIL – PUBLIC COMMUNICATIONS/MEDIA/ SOCIAL <br />MEDIA”, and <br />2. Amending Section IX A.1 to read, “Check with staff for facts before responding and ask staff to be <br />clear about what information can be shared publicly.” <br />The Guide should be used in coordination with all applicable City Council policies, even those not directly <br />included within the document. While not all policies are attached or referenced in full, they remain in <br />effect and should be adhered to when interpreting or applying the guidance outlined here. Users are <br />encouraged to consult relevant City policies, procedures, and adopted plans to ensure consistency with <br />the broader framework established by the Council. <br />All proposed modifications recommended by the Governance Sub-Committee on April 21, 2025 are <br />included in Attachment A. <br />FISCAL IMPACT <br />There is no fiscal impact associated with the recommended action. <br />9.A. - Page 2 of 20 <br />445
