By roll call vote, appoint for the following: <br />a. Four full-term seats (4 years) on the Police Advisory Committee expiring <br /> May 31, 2029; <br />b. Three full-term seats (3 years) on the Police Advisory Committee expiring <br />May 31, 2028; and <br />2. By motion, use the current applicant pool to fill any additional vacancies on the <br />Police Advisory Committee that may occur between now and January 31, 2026, <br />provided there are at least two qualified applicants for each vacancy for City <br />Council consideration. <br />CEQA: <br />This is not a project under California Environmental Quality Act (CEQA) <br />8.B.Consider future agreement with Outfront-Foster Interstate (O/FI) on potential <br />placement of a digital billboard at 350 Convention Way <br />Recommendation: <br />1. By motion, authorize staff to prepare and sign a Letter of Intent (LOI) with O/FI <br />to confirm the City’s interest in considering a digital billboard at 350 Convention <br />Way; <br />2. By motion, authorize staff to negotiate terms for a digital billboard agreement, <br />should the City Council ultimately approve the billboard at that location; and <br />3. By motion, direct staff to return to the City Council at the end of the negotiation <br />and, if staff recommends moving forward with agreed-upon terms, to prepare <br />the agreement and amendments to the City's sign ordinance that would allow for <br />the installation of a digital billboard at that location. <br />CEQA: <br />The City Council’s action to direct staff to revise the Sign Ordinance and negotiate <br />with O/FI is not a project under CEQA as defined in CEQA Guidelines Section <br />15378 because it is an administrative action and not a “project” that could <br />directly or indirectly impact the environment. However, if staff successfully <br />negotiate an agreement, appropriate CEQA review would be required for its <br />approval and/or to proceed with changes to the sign ordinance and the <br />placement of the billboard. <br />7
