Page 7 of 8
CEQA:
This is not a project under California Environmental Quality Act (CEQA)
8.STAFF REPORTS Page 432
8.A.City Council appointments to the Police Advisory Committee
Recommendation:
1. By roll call vote, appoint for the following:
a. Four full-term seats (4 years) on the Police Advisory Committee expiring
May 31, 2029;
b. Three full-term seats (3 years) on the Police Advisory Committee expiring
May 31, 2028; and
2. By motion, use the current applicant pool to fill any additional vacancies on the
Police Advisory Committee that may occur between now and January 31, 2026,
provided there are at least two qualified applicants for each vacancy for City
Council consideration.
CEQA:
This is not a project under California Environmental Quality Act (CEQA)
8.B.Consider future agreement with Outfront-Foster Interstate (O/FI) on potential
placement of a digital billboard at 350 Convention Way
Recommendation:
1. By motion, authorize staff to prepare and sign a Letter of Intent (LOI) with O/FI
to confirm the City’s interest in considering a digital billboard at 350 Convention
Way;
2. By motion, authorize staff to negotiate terms for a digital billboard agreement,
should the City Council ultimately approve the billboard at that location; and
3. By motion, direct staff to return to the City Council at the end of the negotiation
and, if staff recommends moving forward with agreed-upon terms, to prepare
the agreement and amendments to the City's sign ordinance that would allow for
the installation of a digital billboard at that location.
CEQA:
The City Council’s action to direct staff to revise the Sign Ordinance and negotiate
with O/FI is not a project under CEQA as defined in CEQA Guidelines Section
15378 because it is an administrative action and not a “project” that could
directly or indirectly impact the environment. However, if staff successfully
negotiate an agreement, appropriate CEQA review would be required for its
approval and/or to proceed with changes to the sign ordinance and the
placement of the billboard.
7
