Page 5 of 6 <br />City of Redwood City 1017 Middlefield Road, Redwood City, CA. 94063 Tel: 650-780-7000 www.redwoodcity.org <br />Additional Areas of Risk Management Specific to Municipal Services <br />Political Ethics: All local governments in the State of California are subject to the requirements of the Fair <br />Political Practices Commission (FPPC), including the filing of Form 700 Statements of Economic Interests <br />by all public officials and designated employees who make or influence governmental decisions. The City <br />Clerk serves as the local filing officer for Redwood City, providing forms and notifications, ensuring <br />compliance, and reviewing filings for accuracy and completeness for approximately 200 employee filers. <br />The City Clerk also ensures public access to information by coordinating citywide compliance with the <br />California Public Records Act and coordinates requests for public records from the City. <br />Every City department has already taken considerable steps to manage risk in its purview. For example, <br />City government services require unique measures of risk management in the provision of public safety <br />through the Police and Fire Departments, protections for minors and other vulnerable community groups <br />served through the Library and Parks, Recreation and Community Services Departments, and critical <br />infrastructure protections secured through asset management by the Public Works Services and <br />Engineering and Transportation Departments. Building safety and additional fiscal management is <br />required of the Community Development Department and real estate and facility management is required <br />of the Public Works and Parks, Recreation and Community Services Departments. These are just a few <br />examples of areas with additional policies, special training, documented practices or other protections <br />in place to limit risk. <br />Commitment to Continuous Improvement <br />Risk management includes regularly assessing the effectiveness of existing risk management strategies <br />and identifying areas for improvement. City staff have identified the following areas for improving risk <br />controls over the next five years: <br />Develop an employee code of conduct by updating existing policies as necessary and adding: <br />o Whistleblower policy <br />o Outside employment policy <br />o Use of City resources and de minimis use policy <br />Improve the organization and accessibility of policies for all employees <br />Establish an anonymous tip hotline administered by an outside party <br />Design and deploy routine employee onboarding and training in values and policies <br />Routinize refresher training in administrative policies for existing employees <br />Study Redwood City’s management of workers’ compensation and general liability risk <br />management for potential savings or efficiencies <br />Organize and manage data and develop dashboards to support monitoring and reporting for: <br />o Employee complaints <br />o Employee and customer safety <br />o Employee discipline <br />o Overtime accrual and various types of leave usage <br />6.C. - Page 5 of 9 <br />75
