Three sub-committees are designated in the district management plan to <br />implement the work of the RCIA organization: Sidewalk Operations, Beautification and Order <br />(SOBO);District Identity and Streetscape Improvements (DISI); and Parking Committee. A fourth sub- <br />committee, the Executive Committee, is responsible for leading the organization. <br />RCIA finished their 2022-2023 Fiscal Year on November 30, 2023, with a budget of $930,820. RCIA typically <br />completes their annual report in the summer, with City Council acceptance in December. Accordingly, this <br />report ordinarily would have been presented to the City Council for acceptance in December 2024, but <br />due to an oversight, this did not occur . Staff expect to present the FY 2023-24 annual report in December <br />2025. <br />Under the adopted management plan, the annual funds collected are spent as shown in Table 1: RCIA <br />Budget by Category: <br />Table 1: RCIA Budget by Category <br />PROGRAM OR ACTIVITY FUNDED PERCENTAGE OF ANNUAL BUDGET <br />Sidewalk Operations and Beautification 54% <br />District Identity and Signage 20% <br />Administration 15% <br />Parking 7% <br />Contingency/Reserves 4% <br />Below are some of RCIA’s accomplishments and highlights for Fiscal Year 2022-2023: <br />Art Kiosk Installation Project – In collaboration with Fung Collaboratives, several public art <br />exhibitions were displayed at the Art Kiosk located in Courthouse Square. <br />Installation of Trash and Recycling Containers – RCIA purchased three new sets of garbage and <br />recycling containers for downtown’s high-traffic zones, where proper waste disposal was not <br />available. <br />In-Person Events - Celebrated and promoted in-person events, such as Movies on the Square, <br />Music on the Square, Art on the Square, Kids Rock, Oktoberfest, Dia de los Muertos, and the Zoppe <br />International Circus. <br />Sidewalk Beautification – RCIA purchased four wooden planter boxes and the plants to go in <br />them, designed to fit over orange safety barricades. These were placed throughout the downtown <br />to provide a pop of color and create welcoming community spaces. <br />The Sights, Sounds, and Tastes of Redwood City – In addition to marketing campaigns focused <br />on the three senses, RCIA released an RFQ to select two artists to design two baby grand pianos, <br />also purchased by RCIA.
