Page 1 of 4 <br />City of Redwood City 1017 Middlefield Road, Redwood City, CA. 94063 Tel: 650-780-7000 www.redwoodcity.org <br />STAFF REPORT <br />To the Honorable Mayor and City Council <br />From the City Manager <br />DATE: July 21, 2025 <br />SUBJECT <br />Modification to the Bair Island and Westpoint Slough Priority Conservation Area (PCA) nomination to the <br />Association of Bay Area Governments to remove a property from the PCA boundary at the request of the <br />property owner <br />RECOMMENDATION <br />Adopt a resolution rescinding Resolution No. 16327 and nominating the geography as depicted in <br />Attachment A as a Priority Conservation Area (PCA) and authorizing submission of the nomination as the <br />“Bair Island and Westpoint Slough Priority Conservation Area” to the Association of Bay Area <br />Governments for designation as a PCA. <br />STRATEGIC PLAN GUIDING PRINCIPLE <br />Healthy Community for All <br />Sustainability <br />Equity <br />BACKGROUND <br />On June 9, 2025, the City Council adopted resolutions nominating three geographic areas within Redwood <br />City as Priority Conservation Areas (PCAs). PCAs are geographies designated by the Association of Bay <br />Area Governments (ABAG) that can include one or more of the following attributes: natural habitats, <br />farms and ranchlands, recreation areas, urban green spaces, and locations that can help fight the effects <br />of climate change. PCAs are intended to be used by local jurisdictions to identify where planning, policy, <br />and implementation activities are needed to make improvements that support local jurisdictions’ goals <br />such as creating better access to recreation opportunities, reducing the urban heat island effect, and <br />supporting climate resilience. Having one or more designated PCAs makes local jurisdictions eligible for <br />ABAG funding through the One Bay Area Grant (OBAG) program to pay for planning and capital <br />6.A. - Page 1 of 9 <br />11
