Page 2 of 4 <br />City of Redwood City 1017 Middlefield Road, Redwood City, CA. 94063 Tel: 650-780-7000 www.redwoodcity.org <br />improvement projects that advance the goals of the local jurisdictions and the PCA program within the <br />adopted PCA areas. <br />In support of its recommendation to City Council to submit PCA nominations to ABAG, City staff performed <br />targeted outreach starting in early May 2025 to Neighborhood Associations, property owners, and other <br />stakeholders located within or adjacent to the nominated PCA geographies to inform them about the PCA <br />program and what it means for them. City staff held two meetings in May 2025 with stakeholders—at <br />their request—to answer questions about the nomination. Staff did not receive any feedback opposing <br />the nominations prior to the City Council hearing on June 9. <br />However, on June 11, 2025, City staff received an email and a call from the property owner of Westpoint <br />Harbor located at 101 Westpoint Harbor Drive expressing concern about his property being included in <br />the Bair Island and Westpoint Slough PCA that the City Council had nominated on June 9, 2025. Despite <br />City staff explaining that the PCA designation is not a land use designation, does not alter local <br />jurisdictions’ planning and permitting authority, does not alter private property owners’ use or right to <br />develop their land, and does not in any way change the land use status of a piece of property, the property <br />owner has asked the City to remove Westpoint Harbor from the nominated Bair Island and Westpoint <br />Slough PCA. <br />ANALYSIS <br />After receiving the request to remove the property at 101 Westpoint Harbor Drive from the Bair Island <br />and Westpoint Slough PCA, City staff consulted with ABAG staff to understand the process for amending <br />the nomination. While the original deadline for submitting PCA nomination resolutions to ABAG was June <br />13, 2025, ABAG extended the deadline for all jurisdictions to July 25, 2025. As such, Redwood City still has <br />time to submit an amended PCA nomination resolution to ABAG with the updated geography excluding <br />the parcel at 101 Westpoint Harbor Drive. <br />While the parcel at 101 Westpoint Harbor Drive was originally included in the PCA nomination <br />recommendation because it is a waterfront recreational facility and City staff believes that it could take <br />advantage of future funding opportunities to support its recreational mission and/or to support climate <br />adaptation improvements, neither City staff nor ABAG staff oppose the request to exclude the property <br />from the nominated PCA geography. <br />EQUITY IMPACT STATEMENT <br />Equity was a key consideration in City staff’s analysis when identifying the proposed PCA geographies for <br />Redwood City. In particular, staff consulted ABAG/MTC’s Plan Bay Area to determine the location of Equity <br />Priority Communities in Redwood City. Equity Priority Communities are census tracts identified using a <br />geographic equity index that have a significant concentration of underserved populations, such as <br />households with low incomes and people of color that may have historically faced disadvantage and <br />underinvestment due to their background or socioeconomic status. The proposed Greater Downtown & <br />Southeast Redwood City PCA encompasses all of the census tracts identified as Equity Priority <br />6.A. - Page 2 of 9 <br />12
