Page 1 of 6 <br />City of Redwood City 1017 Middlefield Road, Redwood City, CA. 94063 Tel: 650-780-7000 www.redwoodcity.org <br />STAFF REPORT <br />To the Honorable Mayor and City Council <br />From the City Manager <br />DATE: July 21, 2025 <br />SUBJECT <br />Resolution for Fiscal Year 2025-26 Roadway Pavement Management Program use of Senate Bill 1 (SB 1) <br />funds <br />RECOMMENDATION <br />Adopt a resolution identifying a list of paving projects for Fiscal Year 2025-26 funded by SB 1: The Road <br />Repair and Accountability Act of 2017, in accordance with the Streets and Highways Code Section 2032 <br />for the Road Maintenance and Rehabilitation Account (RMRA). <br />STRATEGIC PLAN GUIDING PRINCIPLE <br />Transportation <br />BACKGROUND <br />On April 28, 2017, Governor Jerry Brown signed Senate Bill 1 (SB 1), also known as the “Road Repair and <br />Accountability Act of 2017,” into law. This legislation provides funding for municipal road and street <br />maintenance. To receive SB 1 funds, cities must adopt a resolution that identifies proposed projects for <br />the upcoming fiscal year. The resolution in Attachment A identifies the proposed street segments for the <br />City’s FY 2025-26 Roadway Pavement Management Program. The City is also required to submit this list <br />to the California Transportation Commission each year. <br />The City’s Roadway Pavement Management Program focuses on the repair and replacement of roadway <br />pavement to extend the lifespan of streets by 8 to 15 years. The program includes an inventory and <br />assessment of roadway conditions, and tracks maintenance activities. To evaluate pavement conditions, <br />the City uses the Metropolitan Transportation Commission’s (MTC’s) StreetSaver program, input from <br />Public Works Services, maintenance history, comments and requests from the public, and field <br />inspections. <br />6.G. - Page 1 of 11 <br />189
