Page 2 of 6 <br />City of Redwood City 1017 Middlefield Road, Redwood City, CA. 94063 Tel: 650-780-7000 www.redwoodcity.org <br />Over the past five years, Redwood City’s Pavement Condition Index (PCI), a standardized measure of street <br />pavement quality, has declined from 75 to 67 (see Figure 1). Although the program has delivered roadway <br />resurfacing projects, the decline highlights the ongoing challenge of aging infrastructure and limited <br />funding for routine maintenance, both of which contribute to increasing long-term rehabilitation costs. <br />Figure 1 – Pavement Condition Index (PCI) over the Past Five Years <br />While targeted repairs have extended the life of those repaired roadways, the system as a whole is moving <br />toward a costly deferred maintenance cycle. <br />ANALYSIS <br />According to the City’s 2025 Pavement Technical Assistance Program Report (PTAP-25), the City would <br />need to invest $7 million annually over the next five years to improve local streets to a “very good” <br />condition. This would raise the PCI to 70. Reaching an overall PCI of 70 or higher is important because it <br />is more cost-effective to maintain streets in good condition than to fix ones that have failed. The proposed <br />resolution to accept the SB 1 $2.26 million funding allocation will bring the City closer to achieving this PCI <br />level. <br />In addition to SB 1 funds, the City Council has allocated $5.0 million for pavement management in FY 2025- <br />26. Based on City Council feedback during the budget adoption process, staff will schedule a study session <br />on pavement management and a potential policy on the PCI level desired in Redwood City. <br />6.G. - Page 2 of 11 <br />190
