Page 1 of 3 <br />City of Redwood City 1017 Middlefield Road, Redwood City, CA. 94063 Tel: 650-780-7000 www.redwoodcity.org <br />STAFF REPORT <br />To the Honorable Mayor and City Council <br />From the City Manager <br />DATE: July 21, 2025 <br />SUBJECT <br />Resolution approving the City’s updated Sewer System Management Plan <br />RECOMMENDATION <br />Adopt a resolution approving the City’s updated Sewer System Management Plan (SSMP) and authorize <br />the Public Works Services Director to revise the SSMP as required before the next six-year SSMP update. <br />STRATEGIC PLAN GUIDING PRINCIPLE <br />Excellence in Government Operations <br />BACKGROUND <br />The State Water Resources Control Board (SWRCB) adopted Statewide General Waste Discharge <br />Requirements for Sanitary Sewer Systems, Water Quality Order No. 2022-0103-DWQ (Sanitary Sewer <br />Systems General Order) on December 6, 2022, to provide a consistent, statewide regulatory approach to <br />address sanitary sewer spills. This order supersedes the SWRCB’s previous order 2006-0003-DWQ and its <br />amendments. A requirement of the Sanitary Sewer Systems General Order is for public agencies that own <br />or operate sanitary sewer systems to develop and implement a Sewer System Management Plan (SSMP). <br />A SSMP is a living planning document that tracks an agency’s ongoing short and long-term sewer system <br />management program activities, procedures, and policy decisions. <br />An agency’s SSMP is required to be updated every six years with approval from the agency’s governing <br />entity. The approved SSMP must then be certified by a Legally Responsible Official (LRO) identified in the <br />SSMP and submitted to the SWRCB via the online California Integrated Water Quality System Database. <br />The proposed SSMP lists three LROs: Public Works Director Terence Kyaw, Public Works Superintendent <br />for Wastewater Robin Kim, and Public Works Superintendent for Water Justin Chapel. <br />6.H. - Page 1 of 322 <br />200
