Page 2 of 3 <br />City of Redwood City 1017 Middlefield Road, Redwood City, CA. 94063 Tel: 650-780-7000 www.redwoodcity.org <br />ANALYSIS <br />The City’s SSMP was last updated and approved for the 2019 update requirement in March 2018, with the <br />next SSMP update due on August 2, 2025. Public Works Services Department staff, in partnership with <br />Engineering and Transportation Department staff and a professional consultant, have prepared the <br />updated SSMP to meet all requirements of the SWRCB’s new Sanitary Sewer Systems General Order. The <br />updated SSMP is built upon the SSMP foundation updated in March 2018 but includes an updated plan <br />layout and the addition of key performance indicators, implementation schedules, and resilience factors <br />for each required plan element. These additions align the updated SSMP to the requirements of the newly <br />updated Sanitary Sewer Systems General Order and industry standard guidelines. <br />As a living document, the updated SSMP attached as Exhibit A to the resolution will undergo periodic <br />revisions as programs and organizational changes are implemented. Per the requirements of the Sanitary <br />Sewer Systems General Order, the SSMP will undergo an internal audit in three years’ time and another <br />full update in six years. Staff recommend authorizing the Public Works Services Director to revise the SSMP <br />as required before the next update is due in 6 years. <br />FISCAL IMPACT <br />Approval of the SSMP will not result in a direct fiscal impact to the Sewer Enterprise Fund. The fiscal <br />impacts of implementing the programs and projects described in the SSMP will be incorporated in future <br />budget proposals for City Council consideration. <br />ENVIRONMENTAL REVIEW <br />This activity is not a project under California Environmental Quality Act (CEQA) as defined in CEQA <br />Guidelines, section 15378, because it is an administrative activity and has no potential for resulting in <br />either a direct or reasonably foreseeable indirect physical change in the environment. <br />PUBLIC NOTICE <br />Public notification was achieved by posting the agenda, with the agenda items being listed, at least 72 <br />hours prior to the meeting. <br />ALTERNATIVES <br />The City Council may elect not to accept the recommended action and direct staff to revise the updated <br />SSMP and return to the City Council at a future date. Delaying the approval would result in the City missing <br />the next required SSMP update deadline of August 2, 2025. <br />6.H. - Page 2 of 322 <br />201
