My name is Russ Moeller, and I am a longtime resident of Redwood City, living <br />on Union Ave, RWC. I’m writing to bring urgent attention to a persistent, deeply <br />disruptive noise issue that has remained unresolved for over six months, despite <br />repeated efforts to seek help through all proper channels. <br />Beginning in 2024, my family and I began hearing loud, explosive-like sounds <br />coming from the nearby apartment complex - 926 Woodside Road. These noises <br />occur unpredictably at all hours — including 2:00, 3:00, and 4:00 in the morning <br />— disturbing our sleep, creating anxiety in our home, and negatively impacting <br />our quality of life - and of our neighbors' as well. The sound is intense enough to <br />startle us awake and has been described by neighbors as similar to a blast or a <br />violent mechanical slam. One neighbor even reported seeing a burst of steam <br />shortly after one of these sounds, suggesting a potential safety concern related to <br />steam pressure or malfunctioning mechanical systems. <br />We were told by the building supervisor that the noise is related to a trash chute. <br />However, this explanation does not align with the severity or timing of the <br />disturbances. It seems highly unlikely that residents are throwing trash down the <br />chute with enough force to cause these types of noises in the middle of the night <br />on a regular basis — and even if so, this would point to a structural or mechanical <br />flaw in the building system that needs correction. The building has caught fire in <br />the past and I believe lives were lost. <br />Over the past several months, I and other neighbors have contacted: <br />Johnny Gusman of Redwood City Code Enforcement <br />The Mayor’s office (multiple calls) <br />Redwood City Police Department <br />Redwood City Fire Department <br />The building manager and ownership (multiple calls and messages) <br />Despite these efforts, the issue continues — and we still have no clear explanation <br />or meaningful resolution. We have also documented the noise with timestamped <br />audio and video clips that show the consistency and disruptive nature of the <br />sound. <br />We are appealing to you as city leaders to help us finally resolve this matter. We <br />are not asking for special treatment — just a livable, peaceful environment and an <br />end to the constant stress caused by this ongoing noise. At minimum, we request a <br />formal inspection of the building systems (including trash, HVAC, boiler, or <br />elevator components) by a qualified city or county official, and an update on any <br />code enforcement actions taken so far. <br />We love Redwood City and want to continue contributing to this community. But <br />this problem has made it increasingly difficult to feel at home in our own <br />neighborhood. We hope you will help us find answers and take steps toward a real <br />solution.
