ATTY/RESO.0078/CC RESO RESCINDING RESO NO. 16327 - BAIR ISLAND & WESTPOINT SLOUGH (PCA NOMINATION) <br />REV: 07-15-25 VR <br />Page 2 of 3 <br />WHEREAS, the designation of the Bair Island and Westpoint Slough PCA as a <br />Priority Conservation Area does not alter existing land use designations, zoning, the local <br />jurisdiction’s land use authority, or property owner development rights; <br /> <br />WHEREAS, on June 9, 2025, the City Council adopted Resolution No. 16327 <br />endorsing the nomination of the Bair Island and Westpoint Slough PCA as a Priority <br />Conservation Area to be adopted by the Association of Bay Area Governments, and; <br /> <br />WHEREAS, on June 11, 2025, City staff received a request from the owner of the <br />property at 101 Westpoint Harbor Drive with Assessor Parcel Number 054-300-680 to be <br />excluded from the nominated Bair Island and Westpoint Slough PCA geography as <br />depicted in Resolution No. 16327. <br /> <br />NOW THEREFORE BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY <br />OF REDWOOD CITY AS FOLLOWS: <br /> <br />1. That the City Council rescinds Resolution No. 16327; and <br /> <br />2. That the City Council endorses the nomination of the Bair Island and <br />Westpoint Slough PCA, as depicted in the map attached as Attachment A, as a Priority <br />Conservation Area to be adopted by the Association of Bay Area Governments, <br />recognizing its regional and local significance; and <br /> <br />3. That City staff are authorized to complete and submit the required PCA <br />nomination form and any supporting materials to MTC/ABAG; and <br /> <br />4. That the City Manager is authorized to take any other actions necessary to <br />give effect to this resolution; and <br /> <br />5. That the above actions are not a project under California Environmental <br />Quality Act (CEQA) as defined in CEQA Guidelines, section 15378, because they have <br />no potential for resulting in either a direct or reasonably foreseeable indirect physical <br />change in the environment. The proposed actions are administrative and do not authorize <br />any construction or other activities that would impact the environment; and <br /> <br />6.
